of the Federal Energy Management Program (FEMP) of the Office of Energy
Efficiency and Renewable Energy of the Department of Energy, intends to
issue a competitive, national solicitation, resulting in multiple (up
to three (3)), awards of indefinite delivery, indefinite quantity
(IDIQ) contracts, with periods of performance of up to twenty-five (25)
years, for Energy Savings Performance Contracting Services (ESPC). The
minimum order amount for each contractor selected will be $50,000,
with a maximum of $50,000,000 for all contractors receiving awards.
These types of services are procured by the Department of Energy in
accordance with the contract procedures and methods codified in the
Department of Energy Regulations at 10 CFR 436, and the requirement for
these services is in response to the direction to all federal agencies
provided in the National Energy Conservation Policy Act, the Energy
Policy Act of 1992 and Executive Order 12902 of March, 1994, to improve
energy management in their facilities and operations. Basically, ESPC
is a federal and private-sector partnership whereby the Energy Services
Company (ESCO) pays the up-front cost of purchasing and installing new
energy-efficient equipment and the Government repays the ESCO over the
life of the ESPC contract. Awardees as a result of this solicitation
will be solely eligible to compete for or otherwise receive delivery
order awards against their contracts for specific projects within the
scope of the awards, in the United States and its territories, as well
as on federally-owned facilities on foreign soil. The specific scope
of work is for primarily the installation of renewable energy systems
comprised of primarily solar water heater collector systems. The
objective is to develop optimized energy systems, in terms of both
energy supply and demand. The IDIQ contract award(s) against this
solicitation will require that projects procured as delivery orders
against the contract(s) be primarily solar water heater collector
system projects, with any order issued against an awarded contract
including a solar water heater collector system that represents at
least 33% of the total cost of hardware and services being supplied.
The scope not only requires contractor installation of these systems,
which are required to meet identified performance specifications, but
also contractor operation, maintenance, repair, inspection, and
training on the installed measures during the period of performance of
the specific projects, as identified for specific projects. Further
requirements are contractor involvement in measurement and verification
efforts, to ensure that guaranteed savings are occurring, as well as
total financing of the specific projects. These contracts are intended
for award by no later than December 31, 1998, and will be in addition
to the multi-technology SUPER ESPC contract awards which have been and
continue to be solicited and awarded for the six DOE regions of the
United States and its territories. The multi-technology and
technology-specific SUPER ESPC contracts awarded are, therefore,
intended to complement one another and increase the participation of
the overall energy industry, and not compete with one another. The RFP
is anticipated for release on August 1, 1998, with a closing date of
