is contemplated for enforcement support services for the US
Environmental Protection Agency, Region III which includes the states
of PA, DE, MD, VA, WV, and the District of Columbia. RFP Number
PR-R3-98-10459 will be issued on an unrestricted basis on or about July
15, 1998. The proposed contract will include a minimum of $100,000 of
work and a maximum to be negotiated. The estimated Level of Effort over
the period of performance (including options) is approximately 222,750
hours (including clerical effort). The period of performance shall be
a three year base period with one two year option. The contractor
shall provide needed personnel, equipment and materials to support
Region III Potentially Responsible Party (PRP) negotiations, cost
recovery, capacity assurance plan, waste minimization pollution
prevention tracking, oil pollution act activities, SARA Title III
emergency planning and community right to know, environmental risk
assessment, natural resources damage, ecological review, Freedom of
Information Act support, data management, information management
support, quality assurance, and training. The contractor shall support
PRP searches, to include: record collection activities; analysis of
information for evidence of liability; information on waste-in lists
and volumetric rankings; corporate research and financial assessment;
investigations; title searches; Section 104(e) information request
letter and notice letter support; closeout memorandum; expedited PRP
search work. The contractor shall also provide expert/litigation
support to include: expert witness/expert consultation; service of
process; filing of CERCLA liens; alternative dispute resolution;
document and data management; evaluation of cost information; deed
restrictions; and closeout memoranda. The contractor will be required
to have computer software which is compatible with that in use by EPA.
