or Gail Gilchrist 703/706-1710 The United States Army Intelligence and
Security Command (USAINSCOM), Directorate of Contracting intends to
solicit and negotiate with a small business concern for futures
intelligence methodologies project. The objective of this effort is to
provide a contractual method of researching, developing, testing, and
evaluating hardware and software used for the future intelligence
forecasting methodologies project in support of decision makers,
unified and specified commands and/or of the modeling and simulating
community. This effort shall include RDTE of mathematical concepts and
methodologies associated with decision aids and tools and production
of any developed decision aids and tools. The scope of this contract
shall support futures intelligence forecasting analysis within the U.S.
Army and the Department of Defense. Contractor shall research, develop,
test and evaluation multi-service/joint models using state-of-the-art
visualization techniques for complex data on a variety of automated
platforms. Contract shall incorporate scenario analyses via an
adaptation of such methods as the Discrete Richardson model and
involves a significant effort in RDTE to develop conflict analysis
methodologies in conjunction with existing capability analysis
techniques. The user tools shall be compatible with the National Ground
Intelligence Center's, or other government agencies', software.
Contractor shall have access to academic and commercial consultants to
develop and refine mathematical concepts including applications of
chaos/complexity theory, self-organized criticality, semiotics, and
cellar automata, expansion and extension of the rating schema and their
subsequent application, and state-of-the-art visualization techniques
for complex data sets and state-of-the-art hum computer interface
design. Primary performance is at contractor's location with minimal
performance at the National Ground Intelligence Center, at
Charlottesville, Virginia. Key personnel proposal shall possess a
Secret clearance adjudicated by the United States Army Central
Personnel Clearance Facility by contract award date. The period of
performance is base year plus four option years. The Standard
Industrial Classification Code is 8999 with a business size of
