Contracting Officer, (303)236-6368 This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are requested and a written solicitation
will not be issued. The solicitation number is 1422-N660-Q98-2008 and
is being issued as a request for quotations. The solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-04. This is a 100% set aside for small
business; SIC code is 8999 and size standard is $5.0 million. This
requirement is for a price quote for line items 1 and 2 consisting of:
Line Item 1. Develop and Present a training course, to BLM employees,
showing advantages and disadvantages of CSRS employees transfer to
FERS, to be presented via satellite broadcast from BLM facility; Line
Item 2. Estimated travel and Per-Diem costs for the required trips.
Offers will be received on an all or none basis. Award will be made to
the lowest responsive, responsible offeror, according to the
evaluation criteria, listed in descending order of importance,
consisting of content, past performance and experience of instructor,
total price for the line items. The following qualifications,
requirements, use of materials, content of training, wardrobe and
response shall apply: Qualifications include demonstrated familiarity
with Federal retirement systems (CSRS and FERS), ability to articulate
implications of the Open season to current CSRS employees, experience
presenting both retirement issues before Federal audiences;
Requirements include developing and presenting the technical course
content of the satellite briefing consisting of developing a script for
the course content which will be submitted to the broadcast producer
for review and approval at a minimum of two weeks in advance of the
broadcast, delivering the FERS Transfer training live at the BLM
National Training Center (NTC) broadcast facility in Phoenix, Arizona.
At this time the presentation is tentatively scheduled for the second
week in September (September 8-10). The presenter will spend from two
and one-half to three days in Phoenix. (Travel and perdiem will be
reimbursed by the Government as a separate line item of billing on the
Contractors invoice for services rendered.); answering questions,
during the broadcast, that are called or faxed in from the audience;
drafting the content for visuals to be utilized throughout the
presentation. The NTC will convert these drafts into broadcast quality
graphics. Any contractor owned visual media, which can be used in the
broadcast, may be used by the government during the week of the
broadcast; developing handouts for students, which shall be delivered
in an electronic format compatible with WordPerfect. NTC will send the
handouts to all students via Groupwise (the Bureau's e-mail system).
The script for the course and any handouts will be developed and shall
conform to the Transfer Handbook, an OPM guide to the open season.
(This publication is available at the OPM web site and will be made
available to the contractor and interested BLM employees). Attendance
at a two-day preparation meeting in Phoenix shall be scheduled
approximately one month before the broadcast. (Travel and perdiem will
be reimbursed by the Government as a separate line item of billing on
the Contractors invoice for services rendered.) Development of a
course evaluation form, in electronic format compatible with
WordPerfect. Use of Materials: The Bureau of Land Management reserves
the right to tape the broadcast for use later during the open season
period. All handouts may also be reproduced by the Government and used
by Bureau employees in conjunction with the tape during the open
season. Content of training: minimum requirements shall cover the
following: rules of the open season, discussion of retirement
eligibility requirements, survivors benefits, Social Security benefits,
cost of living adjustments, and other benefits comparing CSRS and FERS,
possible advantages and disadvantages of a transfer between CSRS and
FERS, general guidelines for making the transfer decision, future
actions interested employees can take to make a good decision;
Wardrobe: instructor(s) will be responsible for their own on-camera
wardrobe, per government guidelines, and shall present a professional
appearance. Response Should Include: A detailed content outline
including the total time of instruction, an instructor(s)/presenter(s)
biography noting relevant experience with instructional television and
the presentation of Federal retirement issues, both CSRS and FERS, and
prices for line items 1 and 2. Clauses, terms and conditions,
applicable to this solicitation include the following: FAR clause
52.203-6, Alternate I, Restrictions on Subcontractor Sales to the
Government; FAR clause 52.212-1, Instructions to Offerors --
Commercial, with the following addenda: Per FAR 12.603(b) the SF1449 is
not used. Paragraph (h), Multiple award-Delete entire paragraph and
substitute: Award. Offers will be received on an all or none basis.
Award will be made to the lowest responsive, responsible offeror based
upon price and other factors including quality of content and past
performance, as well as experience of instructor(s). Offerors shall
include a completed copy of the FAR provision at 52.212-3, Offeror
Representations and Certifications -- Commercial Items, with their
offer. FAR clause 52.212-4, Contract Terms and Conditions -- Commercial
Items, applies to this acquisition, with the following addenda: FAR
52.219-6, Notice of Total Small Business Set-Aside. FAR clause
52.212-5, Contract Terms and Conditions Required to Implement Statutes
Or Executive Orders -- Commercial Items, applies to this acquisition,
along with the following additional FAR clauses cited in the clause:
52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Special
Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action
Veterans of the Vietnam Era. Request for Quotations (RFQ's) must be
received on or before close of business, Wednesday, June 24, 1998.
Quotations sent via the US Postal Service should be mailed to Bureau of
Land Management, BC-660A, Denver Federal Center, P.O. Box 25047,
Denver, CO 80225-0047. All RFQ's not sent through the US Mail will be
considered hand carried and direct delivered. Hand carried RFQ's must
be delivered directly to and placed in the depository at Bureau of Land
Management, BC-660A, Mail Room, Entrance S-4, Building 50, Denver
Federal Center, Denver, CO 80225-0047. Direct delivery of offers is
only possible weekdays, excluding federal holidays, between the hours
