Diego CA is issuing this "Market Research -- Sources Sought" synopsis.

The proposed acquisition is anticipated to be procured under FAR Part
12 Commercial Items. Services will support the Drug and Alcohol
Counselors of the U.S. Navy, and may include the U.S. Marine Corps. A
Statement of Objectives (SOO) will be issued and proposal oral
presentations will be required. Background: The certification of Drug
and Alcohol Counselors are to include a supervised one year internship
as mandated by the Department of Defense (DOD) Directive 1010.6 and
Bureau of Naval Personnel Instruction (BUPERSINST) 5350.1. To meet this
requirement and ensure delivery of quality patient care by competent
counselors, individualized instruction in counseling skills development
and other related activities must be provided to military and civilian
personnel assigned the responsibility of clinical treatment and care.
The contractor will provide clinical preceptorship and the necessary
managerial personnel, administrative procedures, travel support and
materials. Clinical Preceptorship is a tutorial process in which a
person with expertise and skills is responsible for training and
evaluating the performance of another person. Clinical Preceptorship
involves case review and direct observation (or indirect observation
via video/audio monitoring) of counseling sessions. The Clinical
Preceptorship establishes and maintains an individualized program to
improve and enhance drug and alcohol counselor skill. Through a hands
on approach, the clinical preceptor provides feedback and documentation
to assist the Navy/Marine Corps Drug and Alcohol Counselors to focus on
competency standards and ensures quality patient care by competent drug
and alcohol counselors. All Navy/Marine Corps counselors are required
to receive a minimum of 50 hours of clinical preceptorship yearly.
Clinical Preceptorship follows a developmental model basedon the
particular needs of each counselor and includes both insight and skills
development. Places of performance will include approximately 41 Navy
(CONUS and OVERSEAS) sites; @12 USS AFLOAT sites; and may include the
US Marine Corps sites of @20 (CONUS and OVERSEAS). It is estimated that
the performance period will be a base plus 4 years. If you are
