The U.S. Army Communications-Electronic Command (CECOM) proposes to modify an existing contract (DAAB10-95-D-R050) with American Science & Engineering, Inc. to incorporate a new work modification to purchase commercial off the shelf (COTS) security detection systems. The Government intends to solicit and negotiate with Only One Responsible Source, under authority of FAR 6.302-1 (b)(1), 10 U.S.C. 2304 (c)(1). The justification and approval for the increase in the total contract value is to provide an additional quantity of seventy (70) systems of AS&E Model 101Z Mobile X-ray systems complete with enhancements, delivered and installed. AS&E maintains proprietary information and all technical and patent rights for the Mobile X-ray systems on the present Indefinite Delivery Indefinite Quantity (IDIQ) contract awarded to satisfy the Government requirement.
