contract will be located at Naval Air Station Corpus Christi, Naval Air
Station Kingsville, and Naval Station Ingleside, Texas. Work consists
of preparing detailed plans, specifications and cost estimates for
architectural/multidiscipline design services for existing and new
station facilities. The contract may also require review of shop
drawings and contract submittals. At this time there is no basic
project assigned to this contract. Firms responding to this
announcement before the closing date will be considered for selection,
subject to any limitations indicated with respect to size and
requirement listed. Following an initial evaluation of the
qualification and performance data submitted, firms considered to be
the most highly qualified to provide the type of services required,
will be chosen for interviews. Selection of firms for negotiation shall
be through an order of preference based on the demonstrated competence
and qualifications necessary for the satisfactory performance of the
type of professional services required, that include; (1) PROFESSIONAL
CAPABILITIES emphasizing specialized experience and technical
competence in architectural/multidiscipline engineering projects.
Evaluation will be made in terms of, (a) Design team (including
subcontractors) experience in the design of
architectural/multidiscipline engineering design projects of a TYPE and
SIZE commensurate with those anticipated for this contract, (b) Design
team members active professional registration, (c) designated role of
each team member in the relevant projects listed in Block 8 of the SF
255, (d) recent firm experience in the design of
architectural/multidiscipline engineering design projects commensurate
with those anticipated to be completed on this contract, and (e)
specific back-up architectural/multidiscipline personnel and
subcontractors, and their qualifications involving relevant
architectural/multidiscipline engineering design services (if required,
subcontracting plan to be submitted with the SF 255); (2) CAPACITY to
accomplish the work in the required time; (3) PAST PERFORMANCE on
contracts with respect to cost control, quality of work and compliance
with performance schedules; (4) QUALITY CONTROL PROGRAM, including
performance of quality control on prior Department of Defense
contracts. Submit adequate summary of the program ensuring technical
accuracy and discipline coordination of plans, specifications, and
report/studies; (5) EXTENT to which potential contractors identify and
commit to small business and to small disadvantaged business,
historically black college and university, or minority institution
performance of the contract, whether as a joint venture, teaming
arrangement, or subcontractor; (6) DEMONSTRATED success in prescribing
the use of recovered materials and achieving waste reduction and
energy efficiency in facility design; (7) GEOGRAPHICAL location and
knowledge of the locality of the project, provided that application of
the criterion leaves an appropriate number of qualified firms given
the nature and size of the project; (8) IN ADDITION to the above,
special qualifications in the Department of Defense include the volume
of work previously awarded to the firm by the Department of Defense
during the previous 12 months, with object of effecting an equitable
distribution of Department of Defense, Architect-Engineer contracts
among qualified architect-engineer firms including small and small
disadvantaged business firms that have not had a prior Department of
Defense contract. Architect-Engineer firms which meet the requirements
described in the announcement are invited to: 1. Submit a Standard
Form 254, Architect-Engineer and Related Services Questionnaire. Firms
having filed a current Standard Form 254 (within one year) on file
with the procurement office shown are not required to register this
form. However, those firms with 254's on file shall also state that a
current Standard Form 254 is on file for their firm. 2. Submit a
Standard 255, Architect-Engineer and Related Services Questionnaire for
Specific Project. 3. Submit requested data to procurement office shown,
Attn: Code 20JV. Contract will be for one year with one option year
available. Contract value will not exceed $250,000 per year. Guaranteed
minimum of $10,000. Interested firms are requested to include telefax
numbers on their SF 255 in block 3a and contractor establishment code
(formerly the DUNS number), Commercial and Government entity (CAGE)
codes, if known, and Taxpayer Identification Number (TIN) in block 3.
