The requirement is for a worldwide newswire service that operates 24 hours a day, 365 days a year. This continuous on-line, up to the minute newswire service must provide current information, in English, on worldwide terrorist, political, military and economic activities. Reporting should emphasize activity in Europe, South America, Middle East and Asia, as well as worldwide. The reporting should also provide timely initial notification and be followed by an in-depth follow-up and analysis of that information within 5 minutes of the incident's occurrence. The data must be supplied directly to a modem and be in such a format that the data stream can be processed by in-house computer equipment, and emergencies can be alternately sent to a contractor supplied printer. Downtime must be minimized and an around-the-clock trouble desk must be availableto address data loss problems. This service is required from 01 October 1998 through 30 September 1999 with four (4) one-year options. A Firm Fixed Price Contract is anticipated.
