Securities and Exchange Commission intends to award a sole source
contract to DIGEX Express Group, located at One Digex Plaza,
Beltsville, Md. 20705, for a base year and three one-year option
periods. The Internet Service Provider, (ISP), will support Internet
access to SEC's staff located at headquarters in Washington DC and
eleven field offices located throughout the US. The SEC requires a
T-3/DS3 point-to-point based connection with a redundant T-3/DS3
backbone at a minimum. The ISP will provide reliable, redundant,
scaleable (a minimum of 12 Mbps to a maximum of 44.736 Mbps full
duplex) T3/DS3 access. The ISP provider will provide maintenance 24
hours a day, seven days a week on the ISP service. In addition, the SEC
requires the ISP to provide reporting capability via the SEC's WEB at
daily, weekly, and yearly utilization rates. The SEC also requires
