hennessey.mike@epamail.epa.gov. The RFP is for a contractor to provide
operations support services to the Office of Research and Development,
National Risk Management Research Laboratory, Test and Evaluation
Facility. The T&E Facility specializes in liquid municipal and
industrial wastewater treatment technologies and research in solid and
hazardous waste treatment. Bench and pilot plant-scale research and
development and small-scale demonstrations are being undertaken in both
liquid and solid media. Sample and waste matrices as air, soils,
sediments, residuals, debris and sludges may also be used in on-site
and on-site related field-scale studies. As requested in task orders,
the contractor shall provide labor and services for the design,
fabrication, and operation of bench and pilot scale water and
wastewater treatment and other specified experiments at the facility.
Contractor personnel shall provide support including design,
engineering, fabrication, assembly, project supervision, operation,
sampling, analytical support, dataanalysis, and other activities which
may be necessary to take an experiment from conception to completion
and draft report preparation. A cost reimbursement, term type contract
is anticipated. The effective date of the contract will be 6/1/99 and
will have a base period of 16 months with three 12-month options. The
base level of effort will be about 16,000 hours for each 12-month
period. There will be options for additional hours up to about 55,000
hours each 12-month period. A ROUGH schedule for submission of
proposals is as follows: Issue RFP -- mid-September; pre-proposal
conference -- early October; proposals due before Thanksgiving. A
limited number of copies will be avaialbe for companies that are unable
