Service is soliciting proposals from qualified organizations and
individuals to implement a funds development campaign targeted at
private sector, for profit corporations. The Corporation for National
Service proposes to test the effectiveness of developing partnerships
with the corporate sector on behalf of national service. In order to
critically evaluate effectiveness of corporate sector outreach, this
effort will serve primarily as a demonstration and focus exclusively on
the AmeriCorps*National Civilian Community Corps (NCCC).
AmeriCorps*NCCC is a residential national service program operated by
the Corporation for National Service. The AmeriCorps*NCCC mission is to
promote civic pride and responsibility to get things done through
community service. Built on the legacy of the Civilian Conservation
Corps of the 1930s, AmeriCorps*NCCC is premised on the belief that
civic responsibility is an inherent duty of all citizens and that
national service can effectively solve local problems while providing
opportunities to learn practical skills and engender a life-long
commitment of service to others. AmeriCorps*NCCC is a federally funded
program that has received level funding since it was established in
1993. In order to test the feasibility of enlisting substantial
corporate sector support for national service programming and increase
private sector support for federally managed programs, a strategic
funds development campaign will be implemented to assist
AmeriCorps*NCCC to offset costs to local communities for projects they
require assistance with and to achieve program expansion goals of
2,000 Corps Members by fiscal year 2002. Corps Member strength is
presently at about 1,000. Fundraising will focus on the development of
resource support for regional projects and national expansion of the
program in general. Tasks will include the development of appropriate
materials, resources and training to support a national fund raising
campaign, the identification and recruitment of corporate partners who
will commit financial and in-kind resources to the AmeriCorps*NCCC
program, and a feasibility study about the potential fundraising
opportunities for other Corporation for National Service programs. The
offeror must be knowledgeable and have a track record of
accomplishments raising significant amounts of financial and in-kind
resources for national organizations and at the regional level. The
offeror must be knowledgeable and have a track record of networks and
relationships with the corporate philanthropic sector. The successful
offeror must be knowledgeable about national and community service.
Proposals will be evaluated in accordance with the following criteria:
1) Past performance in the conduct of national corporate sector
fundraising campaigns 40%; 2) Experience in and evidence of the
development of appropriate resources, materials and training to support
a national fund raising campaign 30%; 3) Knowledge of AmeriCorps*NCCC
program 20%; and 4) Cost to conduct campaign 10%. The contract will
provide for on-site consultation and training to the AmeriCorps*NCCC
Advisory Board chair and national director at the national office in
Washington, DC, and regional directors at the regional offices in San
Diego, CA, Denver, CO, Charleston, SC, Perry Point, MD, and Washington,
DC; oversee the development of appropriate materials and resources such
as a case statement and a story board that will be developed into a
video that targets the corporate sector; conduct the solicitation and
follow-up of funds and in-kind contributions from the corporate sector
for local project support and national expansion; and at the
conclusion of the contract, the offeror will provide an in-depth
evaluation of the effectiveness of corporate sector outreach to support
national service and recommendations regarding the viability of this
approach for other Corporation for National Service programs.
Facilities will be provided by the Corporation for National Service
when contractor is required to work on-site for short periods of time.
The proposal must include at a minimum, a fundraising plan that is
consistent with the findings of A Comprehensive Long-term Fundraising
Strategy: Draft Final Report, April 1997 (available upon request); a
company capability statement; and samples of materials developed to
support previous corporate sector fundraising efforts facilitated by
offeror. The contractor will receive a percentage of all funds raised
in accordance with the negotiated percentage shown in the contract. An
amount of $26,500 has been allocated for the primary tasks of this
contract which are as follows:1) the development of materials,
resources, and training to support a national fundraising campaign; 2)
the identification and recruitment of corporate partners who have
committed financial and in-kind resources to the AmeriCorps*NCCC
program; and 3) a feasibility study on potential fundraising
opportunities for other Corporation for National Service programs.
Progress payments for the $26,500 will be made at the conclusionof each
of the primary tasks based on agreed to amounts. The anticipated period
of performance will be for one year beginning September 1, 1998 through
August 31, 1999. The contract will be renewable at the option of the
Government for three (3) 1-year periods. The contractor shall begin
work immediately after award of the contract. For additional
