propose to enter into a contract for audiovisual and computer
equipment, and technical support for the Eligibility Reform Conference,
in Phoenix, July 27-30, 1998 at the Hyatt-Regency Hotel. This is a
Request for Proposals, for which it and all incorporated provisions are
those in effect through Federal Acquisition Circular 90-32. This
procurement is unrestricted, allowing both large and small businesses
to submit proposals. The Standard Industrial Classification (SIC) code
is 7359 with a small business size standard of $5 Million. This is a
combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The Contractor shall provide
the services/supplies identified as follows: 1) Provide audiovisual,
computer equipment and technical support. 2) Set-up, maintain, and
strike all audiovisual equipment requested. 3) Meet all deadlines for
set-up and striking of audiovisual equipment in the general sessions as
well as the breakout sessions during the conference. 4) Provide the
technical crew to video tape the general sessions. 5) Provide a
technician for all the general sessions and breakouts to handle the
room audio. 6) Respond to on-site request for additional equipment in
a timely manner. 7) Provide a Project Manager to interface with the EES
Media Development Manager and the EES Conference Planner. 8) Provide to
the EES Media Development Manager, Betacam SP video recordings of each
general session ( the tape stock length shall be decided upon by the
contractor and EES Media Development Manager to minimize content loss
during tape changes. FOB Dest shipping cost. FOB Hyatt Regency Phoenix
at Civic Plaza, Phoenix, AZ. The Department of Veterans Affairs will
retain rights to all intellectual property recorded during the course
of this conference. The following FAR provisions apply and are
incorporated by reference: FAR 52.212-1, INSTRUCTIONS OF
OFFERFS-COMMERCIAL ITEMS; FAR 52.212-3 OFFEROR REPRESENTATIONS AND
CERTIFICATIONS-COMMERCIAL ITEMS; FAR 52.212-5 CONTRACT TERMS AND
CONDITIONS REQUIRED TO IMPLEMENT STATUES OR EXECUTIVE ORDERS-COMMERCIAL
ITEMS with the following numbered subparagraphs checked:a (1) and (2),
paragraph (b) (6) through (10), paragraph c (1) and (2), and paragraph
(e); VAAR 852.219-70 VETERAN-OWNED SMALL BUSINESS; and FAR 52.212-2,
Evaluation-COMMERCIAL ITEMS with the following evaluation criteria; 1)
Contractors ability to meet requirements 2) Technical experience 3)
Past performance, a list of three (3) agencies/companies (include
address, phone number and contact person) for which you have provided
similar services within the past three (3) years. 4) Price. The
evaluation criteria are considered equal in importance with price.

substitutions will be allowed. A price proposal which includes all cost
including travel, prompt payment terms, remittance address, synopsis
addressing evaluation criteria, a completed copy of FAR 52.212-3 and
