DESC: SYNOPSIS: REPAIR OF GE ENGINE TEST CELL, BLDG 1888 -- The Air Force Flight Test Center (AFFTC) requires the Repair of GE Engine Test Cell. Repair includes power upgrade, air compressor upgrade, seismic upgrade, and site improvements. The work consists of furnishing all labor, equipment, appliances, devices, and materials, and performing all operations necessary in connection with the repair of engine test cells. The description of work is for general information purposes only and is not intended to include and describe every feature or item of work or to define the scope of work. The construction site will be fully occupied during the construction and the contractor shall not disrupt the normal function and activities of the occupied buildings and site in anyway. During the construction, he/she will be required to maintain existing power, lighting, telephone, fire alarm security, signal systems and gas service in service. The performance period for the project approximately 240 calendar days.The solicitation will be issued through the Internet at HTTP://AFFTC_PK.ELAN.AF.MIL/SCRIPTS/XINDEX.ASP. All notifications of changes to this solicitation shall be made through the Internet only. It is therefore the contractor's responsibility to check the Internet address listed above daily, for the initial issuance of the solicitation as well as any posted changes to this solicitation. The solicitation will not be provided in a printed paper format; however, the Government reserves the right to revert to paper or computer medium when it is determined to be in the Government's best interest. The contractor shall provide all bids and other normal documents required for the bid submittal, including acknowledgements of amendments to the bid, in paper medium. Electronic medium for the bid submittal documents will not be allowed. Specific questions related to this project must be submitted in writing to AFFTC/PKAC, ATTN: Sun McGuinness, 5 S. Wolfe Ave. Edwards AFB, CA 93524-1185 or by FAX to (805)275-7873. The solicitation will be issued on or about 13 Jul 97 with a 30 day bid period. Bids will be solicited on a firm-fixed price basis and will be made to the offeror with the lowest evaluated overall price. The magnitude of this project is between, $500,000 and $1,000,000. This acquisition is unrestricted full and open competition. Bid, payment and performance bond will be required. All responsible sources may be submit a bid which shall be considered by the agency. The SIC code is 1542 with a size standard of $17 million over the past three years.
