Please indicate maximum channel frequency separation for all multi-Channel transmitters and receivers in items 1, 2, 15, 18 and 20. Also indicate minimum TX to RX frequency separation for all repeater units in items 3, 4 and 5. The Government will make an award to the responsible offeror(s) whose offers conforms to the solicitation contained herein and is most advantageous to the Government (i.e., that which represents the best value to the Government), cost or price or other factors including time required for delivery will be considered. The combined relative merit of the technical evaluation factors listed above will be more significant than the cost or price in the selection of the contractor. While the cost or price factor has no numerical weight, it is criterion in the overall evaluation of the proposals. Furthermore, the proposed cost or price must be considered reasonable and must reflect the proposed technical requirements of the needed equipment. The Government may award a contract(s) to other than the lowest price offer. In the event that two or more offers are considered technically equivalent, the evaluated cost or price and delivery time will be of primary importance in determining the proposal most advantageous to the government. Delivery period must not be greater than 90 days. CarpenteAwards will be made on a per line item basis to the vendor offering the best overall value to the U.S. Government.
