The Space and Naval Warfare Systems Command (SPAWAR) is the contracting activity for the Ultra High Frequency Follow On (UHF F/O) Satellite Program under SPAWAR Contract N00039-88-C-0300. Satellites in the UHF F/O constellation are manufactured by Hughes Space and Communications, El Segundo, CA. The UHF F/O constellation is utilized to satisfy the Department of Defense (DoD) requirements for Ultra High Frequency (UHF), Extremely High Frequency (EHF), and Global Broadcast Service (GBS) communications, providing fleet broadcast to all Navy ships and command control networks for selected aircraft, ships and submarines. Following the two satellites launches scheduled for September 1998 and March 1999, the UHF F/O constellation will consist of eight modified 39-channel Hughes HS-601 satellites and one in-orbit spare. The Chief of Naval Operations (CNO) has recently identified a requirement for an option to procure an additional satellite to be launched from USAF Cape Canaveral Air Station, FL in 2003, which mirrors the capability of the current UHF F/O satellites. Contract N00039-88-C-0300 requires the contractor to successfully design, fabricate and launch the UHF F/O satellite with the Navy accepting the satellite by "delivery in orbit." In response to the CNO requirement, the Navy intends to procure an option for an additional UHF F/O satellite, on a sole source basis, via contract modification to Contract N00039-88-C-0300. Note 22.
