15222-4186 Y -- DRAFT REQUEST FOR PROPOSAL, CONSTRUCTION OF NEW GATED DAM,
BRADDOCK LOCK AND DAM, MONONGAHELA RIVER, PENNSYLVANIA DUE 082198 POC

Braddock Locks and Dam (formerly Locks and Dam 2) on the Monongahela
River will be constructed using innovative, in the wet, float in
construction techniques. The new gated dam will consist of four 110
foot wide tainter gate bays separated by gate piers and will be
situated between the existing lock on the right bank and a new
abutment, currently under construction, on the left bank. A portion of
the dam and a portion of each gate pier, normally constructed of mass
concrete, will be designed and constructed as two hollow floating
structures. One structure will be approximately 333 feet long by 106
feet wide by 40 feet high and the other one will be approximately 265
feet long by 106 feet wide by 22 feet high. These structures will be
fabricated and partially assembled at an off-site location, floated to
the project site and submerged onto a prepared foundation system. The
Contractor will be required to locate and provide the off-site
location where these structures will be fabricated. The foundation
system will consist of an excavated area with sheet pile cut off walls
and concrete drilled shafts. The dam structure will be reinforced
concrete and the tainter gates will be structural steel fabrications.
The estimated cost range for this project is between $25,000,000 and
$100,000,000 and the time allowed for completion will be approximately
3 years. The procurement method used to select the Contractor will be
a best-value trade-off process where price and other technical factors
will be evaluated to make the final Contractor selection. The Draft
Request for Proposal will be issued on or about July 31, 1998. The
Pittsburgh District invites potential offerors to comment on all
aspects of the draft solicitation. Comments will be used by the
Pittsburgh District as appropriate to finalize the plans and
specifications. The District will not provide responses back to
comments as part of this draft Request for Proposal. The District is
specifically interested in comments concerning the innovativeapproach
being taken in this project, especially the off-site fabrication and
delivery of the two large floating structures. The information
contained in this synopsis and the draft Request for Proposal is
accurate at the time of release and subject to change as the final
plans and specifications are completed. The formal Request for Proposal
is currently scheduled to be issued on or about December 22, 1998.
