Scrutchfield, (816) 426-7267 ext. 231 The U.S. Department of Commerce,
NOAA intends to contract with Fluid Management Systems, Inc. for the
PowerPrep/4 Sample System. The sample system must be fully programmable
via PC-software to be provided to the control system. The system must
have a closed system capable of low pressure chromatography-up to 30
psi with automatic shut-off for pressures greater than 30 psi. Pump
flow rates variable between 5 and 15 milliliters per minute. All pumps,
valves, and transfer lines must be compatible with organic solvents
(like hexane and dichloromethane) and be made of Teflon or Teflon
lined. All plumbing connections must have organic solvent resistant
fittings with 1/4-28 threads. The sample system must be capable of
processing three samples automatically and simultaneously, but each
module must have an independent safety shut-off switch. The contractor
must be able to supply Teflon columns (1/4-28 threads) packed with
silica (acid, basic, and neutral), basic alumina, and AX21 carbon
according to CDC methodrequirements. The system must be capable of
collecting elutes in the forward direction after alumina column, elutes
in the forward direction from carbon, and elutes in the reverse
direction from the carbon column. The system must be capable of
collecting multiple fractions from alumina and/or carbon columns in the
forward direction. The system must be modular and expandable from 3, 5
and 10 samples. The proposed contract action is for the PowerPrep/4
sample system for which the Government intends to solicit and negotiate
with only one source, Fluid Management Systems, Inc., under the
authority of 41USC 253(c)(1). This notice of intent is not a request
for competitive proposals. Interested parties are encouraged to respond
to this announcement within 15 days of its publication and shall submit
in writing, it's name, address, point of contact, telephone number,
business size and a brief statement regarding it's capability to
provide the specified system and the names, telephone numbers, and
points of contact for businesses or other Government agencies to which
it had previously provided similar services. No response will be
provided to those inquiries which fail to provide the information
requested. This information shall be submitted to the address stated
herein or may be faxed to 816-426-7530. This is not a request for
proposals and there is no Request for Quotation available at this time.
A determination by the Government not to compete this proposed contract
is solely within the discretion of the Government. The sample system
will be purchased under the guideline of FAR, Part 13, Simplified
