324-5809 The Federal Bureau of Investigation (FBI) intends to negotiate
a sole source, non-personal services contract with Dr. Stewart L.
Brown. This notice of intent is not a request for competitive
proposals. This contract shall be a firm-fixed, labor-hour contract to
analyze raw data from various accounts of a financial nature in
connection with an on-going case. Contractor shall perform the
following task: Execute an analysis of various accounts to determine if
there was a level of systematic and egregious fraud performed.
Information shall be provided by the government as raw data on numerous
accounts. The contractor will assist the FBI in various aspects of
pre-trial preparation and provide testimonial services as needed
through the course trial proceedings under the direction of the FBI and
the United States Attorney's Office. The contractor shall possess an
institutional knowledge and expertise in the field of securities and
investment matters and have experience in trial matters relating to the
same. Any travel expenses will be borne by the contractor and will be
reimbursed pursuant to Federal Travel Regulations. This is a 100% small
business-small purchase set aside, with a SIC code of 8999, and the
size standard is based on gross receipts of $5 million. This contract
shall be subject to the following Federal Acquisition Regulation
clauses: 52.224-1 Privacy Act Notification (Apr. 1984); 52.224-2
Privacy Act (Apr. 1984); 52.242-15 Stop-Work Order (Aug. 1989);
52.242-17 Government Delay of Work (Apr. 1984) and 52.217-8 Option to
Extend services (Aug, 1989) A secret level of security clearance will
be required of the Contractor. Based on market research, it has been
determined that the contractor is the only source that can meet the
FBI's needs. Interested persons able to meet the requirement are
invited to identify their interest and capability by submitting a
proposal to include technical qualifications, experience, price and any
other information which shows a bonafide ability to meet this
requirement within 15 calendar days of this publication. If no
affirmative responses are received within this time to determine that
a qualified source more advantageous to the Government is available, a
contract will be placed to the above named vendor. No telephone
