The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-06. Only one responsible source and no other supplies or services will satisfy agency requirements. A J&A for Other than Full and Open Competition has been prepared in support of this acquisition. This procurement shall cover design, development, application processes, testing and support services for the Defense Property Accountability System (DPAS) using Micro Focus Dialog System. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.
