This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. The solicitation number 80112258590012702 is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses are those in effect through Federal Acquisition Circular 97-05. The standard industrial classification code is 2899 with a small business standard of 500 employees. This acquisition will be procured as a 100% small business set-aside. Delivery is required on or about September 26, 1998 or within 30 calendar days after award. Delivery is FOB destination to USDA, ARS, Warehouse, Bldg 426, Powdermill Rd., East, Beltsville, Maryland 20705 Attn: Dave Burley. The proposed contract will include the following: Item 01, ten cylinders of R-12 freon refrigerant dichlorodiflouromethane 145lb. per cylinder. Item 02, twenty-five cylinders of R-22 freon refrigerant chlorodifluoromethane 125lb. per cylinder. Item 03, deposit cost for the (10) R-12 and (25) R-22 cylinders in items 1 and 2. All refrigerant must meet or exceed ARI700 requirements. The Government will award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most advantageous to the government. Any interested qualified source who believes they can provide the required items must respond by 4 p.m. August 19, 1998. Faxed quotes are acceptable. Anticipated award is August 25, 1998. The following factors shall be used to evaluate offers: ability to provide refrigerant R-12 and R-22 freon (not substitutes) and price. Ability and price when combined, are approximately equal. Responses shall include technical description of items being offered in sufficient detail to evaluate the offeror's items. This may include product literature and brochures.
