Health Resources and Services Administration (HRSA) is soliciting
proposals in accordance with the Simplified Acquisitions Procedures in
Part 13 of the Federal Acquisition Regulations (FAR). AWARDS RESULTING
FROM THIS SOLICITATION ARE RESTRICTED TO RECIPIENTS OF RYAN WHITE CARE
ACT FUNDS UNDER TILES I, II, III, IV, AND PART F. The purpose of the
procurement is to conduct a study to evaluate organizational practices
and standards of care that providers, funded under Titles I, II, III,
IV, and Part F of the Ryan White CARE Act, use to ensure equitable
access to HIV care for people from diverse underserved populations and
with different reimbursement sources. Dimensions of diversity include
gender, age, race/ethnicity, sexual orientation, and risk factors.
Some groups, such as substance abusers, the homeless, and non-English
speaking individuals may have needs that require special services. In
addition to a description of organizational practices and standards of
care, the study is to gather outcome data that will allow for an
evaluation of whether the additional local efforts have led to equal
access for people from the above underserved and vulnerable
populations. Practices and standards of care may include such things as
co-location of health services for women and affected children,
location of health services at school and outreach centers for
adolescents, and co-location of health services at substance abuse
treatment centers. Responsive applications should address populations
at increasing risk for HIV infection but do not need to address all
populations. The period of performance is one year. Solicitation will
be issued on or about August 12, 1998. The closing date will be on
September 11, 1998, at no later than 4:00pm local prevailing time. All
