Robinson, Contract Specialist, (202)324-9220 The Federal Bureau of Investigation (FBI) has a requirement for development, implementation and support of annual comprehensive and detailed advertising and recruitment plans for the FBI. This solicitation is being prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This solicitation is under the Request For Quotation (RFQ) 80195, the provisions and clauses incorporated through FAR 97-4. This solicitation is under the Simplified Acquisition Procedures (SAP) Subpart 13, including the Test Program. This will be a 100% Small Business, set-a-side. The Standard Industrial Classification (SIC) is 7311 and the qualification for a small business is $5m. This will be a Firm Fixed Price-Task Order contract, for one base year plus four (4) option years for development, implementation and support of annual comprehensive and detailed advertising and recruitment plans for the FBI. The Contractor shall have the capability to conduct market research projects to include but not limited to, advertising penetration surveys, media allocation studies, copy testing and other industry standard research. The Contractor shall have the ability to provide attitudinal survey information so as to report on the response of particular target audiences to the advertising campaigns utilized. The Contractor shall have the capability to develop and produce national recruitment advertisement as well as videos, exhibits, brochures, and other publications or material outlining the FBI's recruitment needs .
