variety of newspapers to be delivered to the Pentagon for distribution
throughout the Office of the Secretary of Defense. This requirement
will not have a fied number of newspapers, the number may vary up or
down during the contract period. This ia a combined
synopsis/solicitation for a commerical item prepared in accordance with
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitues the only solicitation; quotes
are being requested and a written solicitation will not be issued. This
solicitation is issued as a request for quote (RFQ). The solicitation
document incorporates provisions and clauses that are those in effect
through Federal Acquisition Circular 90-45. It is anticipated the
resulting order will be awarded to only one source and the proposed
contract action is for the delivery of newspapers under the authority
of FAR 6.1 (FAC 84-5). The anticipated contract action will be a base
year and four (4) option years. Period of performance is from October
1, 1998 through September 30, 1999, subject to the availability of
funds. The statement of work is as follows:The purpose of this
statement of work is to define the requirement for the acquisition of
newspapers for the Office of the Secretary of Defense. II. GENERAL
BACKGROUND This requirement is for a variety of newspapers to be
delivered to the pentagon for distribution throughout the Office of the
Secretary of Defense. This requirement will not have a fixed number of
newspapers, the number may vary up or down during the contract period.
III. SCOPE The following newspapers and magazines are required, also
the maximum number that may6be required during the contract period

newspapers must be delivered no later than 6:00 A.M. each morning and
stacked in specific stacks for pick-up by OSD mailroom personnel. If
delivery is not made by 6:00 A.M. for any reason other than the
contractor did not receive his papers from distributor or weather; the
contractor can be terminated for convience of the Government. Sunday
papers will be required with Monday delivery. IV. SCHEDULE This task
covers the period 1 October 1998 through 30 September 1999. The
contract will be for a base year plus four (4) option years.The
