The Project Manager, Warfighter Information Network -- Terrestrial (PM WIN-T) is conducting a market survey to identify companies that can produce the objective WIN-T System. A Statement of Objectives (SOO) that provides a top level system description is posted on the CECOM Acquisition Center Business Opportunities Page (ACBOP) Web site, under Solicitation No. DAAB07-99-R-F401, at URL http://acbop.monmouth.army.mil. All interested parties are invited to access and download information from the CECOM ACBOP. The WIN-T System will provide the backbone of the WIN architecture and will allow seamless flow and interoperability among Joint Tactical Architecture (JTA) compliant sustaining base systems that produce, use, or exchange information electronically. The WIN-T System will replace the current Mobile Subscriber Equipment and TRI-TAC systems for all tactical echelons (Division, Corps, and Echelons Above Corps (EAC)). The objectives of the market survey are to: (1) identify opportunities for using commercial items or services; (2) determine the availability of existing nondevelopmental items; (3) provide the basis for writing product descriptions and a statement of work that allows companies to offer their commercial services in consonance with commercial practices; and (4) craft an acquisition strategy, solicitation, contract, and test plans that accomodate and take advantage of commercial business practices and encourage commercial competition. A detailed Program Introductory Brief will be conducted on 18 August 1998 at 1:30 PM in Pruden Auditorium at Fort Monmouth, NJ. The Government will provide a programmatic review and an outline of the technical requirements at that time.
