Protection Agency intends to acquire on a non-competitive basis, from
Analytical Spectral Devices (ASD) Incorporated of Boulder, CO, a
Fieldspec FR Spectroradiometer and related supplies. The primary item
for acquisition is one (1) Fieldspec FR Spectroradiometer, P/N 10900,
covering the 350-2500 nm region. The purchased item shall meet the
following minimum specifications: 1) Instrument shall cover the full
electromagnetic range of current hyperspectral imaging instruments such
as the NASA AVIRIS, the NRL HYDICE or the TRW TRWIS 3 which falls
between 400-2400 nanometers, 2) It shall have a small sampling interval
of less than five (5) nanometers, 3) It shall have a Fiber Optic Input,
4) It must be field portable -- easily transportable by a single
individual in rugged environments, 5) It must provide for an interface
with standard image processing software packages such as ERDAS IMAGE
and ENVI. The following accessories will also be acquired: One (1) 5 X
5 inch (12.7 X 12.7cm)uncalibrated White Spectralon P/N 12803, One (1)
2 X 2 inch uncalibrated 50% Gray Spectralon P/N 12808, One (1) 3 m FR
fiber optic Cable P/N 13527, and One (1) Auxiliary 12 volt Rechargeable
Spectrometer Battery P/N 14503. Delivery is planned for the U.S. EPA at
Reston, VA. EPA believes that ASD is the only vendor capable of
suppling the above listed items. Delivery is anticipated by September
17, 1998. No solicitation is available. All interested parties shall
respond within 15 days of the date of this notice. Interested vendors
shall: 1) include information on the proposed items which clearly
supports the requirements outlined above and; 2) provide itemized
pricing that is sufficient to make a determination that competition is
feasible. The resultant award will be firm-fixed price. Submit
