to properly address bids/offers in accordance to solicitation

Electronic requests for solicitation packages are accepted. Requests
for solicitation should include your commercial and government entity
(CAGE, a CAGE code has been assigned to you) along with your name,
address, data fax number, and solicitation number. Information can also
be obtained through the Automated Acquisition Information System (AAIS)
-- Selling to IOC -- on the Internet at website
http://www4.ioc.army.mil/scripts/padds_web/open3.asp. All IOC
solicitations are available for viewing/downloading, in addition to
procurement history, via the AAIS. Prospective customers may access the
IOC Home Page at http://www-ioc.army.mil/. All current and future users
of AAIS are encouraged to access the system using the Internet. This
contract award is set-aside for Historically Black Colleges and
Univerisities and Minority Institutions, per the Defense Federal
Acquisition Regulation Supplement, Subpart 226.70. The U.S. Army
Industrial Operations Command (IOC) intends to issue solicitation
DAAA09-98-R-0058 on or about August 16, 1998 with a closing date on or
about September 14, 1998. The contract to be awarded will be a Firm
Fixed Price Contract to research and develop a database and design and
develop a WEB interface application. This solicitation will be issued
via the Internet and can be viewed or download at the Web Site listed
in this announcement. No telephone request will be honored. Questions

Robert J. Matthys, Contracting Officer. BACKGROUND: The Headquarters,
Industrial Operations Command (HQ, IOC) located at Rock Island Arsenal,
Rock Island, IL, is responsible for oversight of all activities of US
Army Arsenals, Ammunition Depots (AD) and Ammunition Plants/Activities
(AAP/AAC). The HQ, IOC Installation Restoration Program Office manages
the IOC's Army Installation Restoration Program. Restoration Program
planning, funding and execution includes the distribution of
restoration technology data information to IOC installations in support
of future restoration program cost avoidance. The IOC has numerous
remediation source control and clean-up environmental technologies
tested and applied at it's installations. However, the IOC
installations in the past have not had the capability to quickly and
electronically review all available IOC installation remediation
technology related data and status. One distinctive attribute of
environmental technologies is the continual state-of-the-art changes.
The government remedial project managers (RPMs) must often sort through
large volumes of related and overlapping information to evaluate
alternative technologies. Technology data should not just stay at the
particular installation where the pilot or bench scale test was
performed, but be available for review by all IOC installations.
DESCRIPTION OF SERVICES: Contractor shall review and identify relevant
Army and Navy explosive remediation technology data, and design a web
based application using Oracle as the data repository in accordance
with Army Regulations AR 380-19, AR 25-1 (located at
http://www.army.mil/disc4/ar25-1/25-1 all-new.html), DOD-STD 7935.1.
The application shall be developed using PowerBuilder 6.0, or Visual
Basic 5.0, or Visual InterDev, and web technology, linking application
to the database. The database shall reside on the HQ, IOC Oracle
database server, with an NT operating system. It shall be developed to
electronically link and be hyper-texted to the IOC web site and the
IOC environmental web site. All applications, designs and software
shall be Year 2000 compliant, including the leap year 2000. The
contractor shall research data sources, design and develop a web
interface application, and design and fully develop a database. This
effort shall result in the development of an application that will
store, update and retrieve data of soil and groundwater remediation
technologies related to the following contaminants from a database:
Trinitrotoluene (TNT), Cyclotrimethylenetrinitramine (RDX),
Cyclotetramethylenetetranitramine (HMX), Dinitrotoluene (DNT), Picric
Acid, Nitroglycerin (NG), Ammonium Picrate (Explosive D) Posted
