The Defense Reutilization & Marketing Service (DRMS) is seeking unique and innovative solutions to the warehousing (stock/store/issue) function for the locations serviced by McClellan AFB, California. This acquisition is being accomplished under the ADVISORY MULTI-STEP PROCESS in FAR 15.202. Potential offerors may request the first phase package of this acquisition from the contracting officer at e-mail jbrankovich@drms.dla.mil, or by facsimile (fax) at 616-961-4474. TELEPHONE REQUESTS WILL NOT BE HONORED. In the first step of this advisory multi-step process, offerors will be required to submit concept proposals for evaluation by the Government. The Government will then advise potential offerors whether they appear to be viable competitors. The Government will invite those determined to be viable to compete on the Formal Request for Proposals (FRFP), which will include a requirement to submit past performance information, formal pricing information, and a detailed technical plan. Firms who are advised they do not appear to be viable competitors are not precluded from competing on the FRFP. Any responsible firm may compete in this acquisition. DRMO McClellan provides services for the area in the receipt and storage of DoD surplus personal property. This acquisition includes the stock/store/issue portion of the DRMO functions. This is the only notice of this acquisition. Firms may request the initial package as stated above. Firms competing in the FRFP must have submitted a concept proposal for Government review and evaluation. This acquisition is issued using full and open competition. Numbered Note 26 applies.
