The Propulsion and Structures Directorate must have the code to effectively continue on this effort. Duplication of this effort by any other source would result in a substantial duplication of cost to the government that would not be recovered through competition and would result in unacceptable delays in fulfilling the requirements of the Propulsion and Structures Directorate.
