anticipating award of a commercial multiyear contract for Program
Security Consulting from FY99 through FY03. The Government reserves the
right to set aside this acquisition for the 8(a) program or other small
business concerns depending upon the responses from this synopsis. The
Standard Industrial Code (SIC) is 8742 and the small business
threshold for this SIC code is annual gross receipts of $5M or less.
The solicitation will be issued in accordance with FAR Part 12 and the
FAR subpart 13.5 test program. SMC/TE requires on-site program
security consultation to include elements of acquisition security,
product security, computer information security, operations security
(assessments and evaluations), transmission security and minor physical
security (acoustical). This is an on-going requirement that will
require continuous, dedicated, on-site presence of contractor
personnel. Facilities and computer equipment will be provided by the
Government. The resultant contract will require handling of TOP SECRET
material. A TOP SECRET facility clearance will be required prior to
contract award. Interested parties are required to submit a letter of
interest and a statement of capabilities (SOC). The letter of interest
shall include company size status under the Standard Industrial
Classification Code (SIC) and should indicate if they are a small
business, a socially and economically disadvantaged business, an 8(a)
firm, a historically black college, a minority institution or a woman
owned business. The SOC is limited to five pages and shall briefly
describe relevant past experience and technical capabilities in program
security. Examples of relevant past experience can include specific
policies, assessments and analyses completed or currently being
performed. The proposed acquisition is being considered for the 8(a)
program. Interested 8(a) companies should provide the Contracting
Office, no later than 15 days after this notice, 20 Aug 98, with a
letter of interest and SOC. If adequate response is not received from
8(a) companies, the solicitation will be issued without further notice
as a small business set-aside. Therefore replies to this notice are
requested from all small businesses All letters of interest and SOC
packages must be received by the office below by COB, 4:00pm MST 20

Routine questions are not considered to be of "significant concern" and
should be communicated directly to the Contracting Officer, Capt. Jason
Preisser (505) 846-5093. The purpose of the Ombudsman is not to
diminish the authority of the Contracting Officer or Program Manager,
but to communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
does not participate in the evaluation of quotes or in the source
