and Armaments Command, Armament Research, Development and Engineering
Center (TACOM-ARDEC), Picatinny Arsenal, NJ, has a requirement for a
commercial or modified commercially available Weapon Flashlight Mount
(WFM) for use on the M4 and M5 Adapter Rails, currently used on the M4
Carbine Modular Weapon System and the M16A4 Modular Weapon System. The
WFM will permit attachment of flashlights with diameters between 17.5mm
and 19.5mm. The cross-sectional/dimensional requirements of the adapter
rails are provided in MIL-STD-1913, which can be obtained from
Standardization Documents Order Desk, Bldg. 4D, Customer Service, 700
Robbins Ave, Philadelphia, PA 19111-5094, Telephone: (215)

http://www.dodssp.daps.mil/. The flashlights to be utilized with the
mount include the rear push button flashlight (NSN: 6230-01-408-8597),
the lightweight flashlight (NSN: 6230-01-353-4468), and the standard
"AA" flashlight (NSN: 6230-01-259-4495). The government has a
particular interest in mounts that permit the flashlights to be
attached to the weapon in a manner that does not interfere with
sighting or operation of the weapon, or interference with other
attached accessories. The flashlight shall remain attached to the
weapon during normal use by soldiers. When mounted to the adapter rail,
the flashlight beam should remain generally centered on the point of
impact. The flashlight mount shall be able to be attached to the
adapter rails of the M4 Carbine and M16A4 Rifle without the use of
tools, and it shall allow for the attachment and detachment of the
flashlight while the mount remains affixed to the weapon. The
government is interested in flashlight mounts that meet the definition
of "commercial item," as stated in Part 2.101(a) of the Federal
Acquisition Regulation (FAR). The proposed acquisition will be a
firm-fixed price contract for fifty (50) units (basic) with a maximum
option quantity of 67,000. This acquisition will utilize the commercial
item acquisition practices outlined in Part 12 of the FAR. The
anticipated release date of the Request for Proposal (RFP) will be on
or about 21 August 1998, with a closing date of 19 September 1998. The

no contract award can be made without fulfilling the requirements of
the Central Contractor Registration (CCR) process (DFARS 252.204-7004).
