Communications Software, sandi.nixon@fema.gov. The Federal Emergency
Management Agency (FEMA) Mt. Weather Emergency Assistance Center
(MWEAC), Bluemont, VA intends to negotiate with Communication Systems
Technology, Inc. (CTSI), Chantilly, VA to provide Y2K compliant
Communications Control System Software in support of FEMA's National
Radio System (FNARS). The FNARS is an essential part of FEMA's ability
to gather, process, and exchange information in support of the
President and the Federal emergency management community during natural
and/or man-caused disasters. FEMA has conducted "proof concept testing"
of hardware and software in support of the CCS under a previously
competitively awarded contract and the customized software provided by
CTSI has been shown to meet the highly specialized and unique
applications of the FNARS' CCS. The software requirement consists of
the following items: 1. LongArm CS-2300/Workstation Software (Comms,
GUI, Engine), 10 EA, 2. LongArm CS-2300/NT RCU Software for Remote
Control Units, 4 EA, 3. LongArm CS-2300/ALE Basic ALE Software and GUI,
10 EA, 4. RF-3466 HF Modem Driver Software, 14 EA, 5. RF-1310 Exciter
Driver Software, 16 EA, 6. RF-590 Receiver Driver Software, 36 EA, and
7. RF-7210 Adaptive Controller Driver Software, 13 EA. The software
components are considered commercial type items, therefore it is
anticipated that simplified acquisition procedures will be utilized in
accordance with FAR Part 12 "Acquisition of Commercial Items" and FAR
Part 13 "Simplified Acquisition Procedures." Interested persons may
respond by identifying their capability to provide the required
software items, to include descriptive literature and pricing.
Responses shall be in writing and sent to the address identified above,
ATTN: Mrs. Sandi Nixon. Responses must be received no later than
8/26/98, 4:00 PM/EST. This notice is not a request for competitive
proposals. However, the Government will consider all proposals received
by the date identified above. A determination by the Government not to
compete this proposed requirement based upon responses to this notice
is solely within the discretion of the Government. Information
received will be considered solely for the purpose of determining
