The U.S. Information Agency (USIA) intends to negotiate a non-competitive contract with Asia Satellite Telecommunications Company (AsiaSat), located in Hong Kong, to provide additional AsiaSat-2 satellite space segment for a low speed compressed digital video distribution system to the Asian region. Under FAR Subpart 6.302-1, the Agency already has a lease agreement with AsiaSat on the AsiaSat-2 Satellite for wideband analog video and subcarrier radio distribution. In order to transition current analog system users to the new digital system, the two services must coexist on the same satellite at the same orbital location. AsiaSat shall provide 24 hours/day, 16.7% of a B Pol., 36MHz transponder on AsiaSat-2 to facilitate USIA to uplink a Digital SCPC Audio service beginning January 1, 1999, with ans EIRPvalue of 28 dBw at the edge of the C-Band footprint. AsiaSat shall provide all necessary labor, management, materials, supplies, services, documentation and facilities (except those provided by the Government) required to perform the required service.
