This announcement is issued as amendment 0007 to the original CBD announcement and subsequent amendments where applicable. The closing date of this RFQ remains 14 August 1998. The requirements specification is hereby changed to read; the government will consider offers that propose either steel or fiberglass reinforcements. Previously listed specifications pertaining to strength and flexibility still apply. In addition, offeror's shall submit with their quote, specific test data such as test plots and graphs, which provide proof of ability to meet the government's requirements. Offerors shall also submit three prior references, points of contact, phone numbers, contract/purchase order numbers etc. that can be used as past performance data. This data will assist the government in validating performance capabilities for similar items sold within the past two years. FAR Provision 52.212-2 Evaluation-Commercial items is further amended as follows: Award will be made to that responsive offeror which meets the technical requirements setforth in prior announcements while offering the lowest price. The following factors shall be used to evaluate offers: factors are in descending order of importance; 1) Technical Requirements; 2) Past Performance; 3) Price.
