Contracting Officer, (301)227-2366 The purpose of this amendment to
solicitation number NMA401-98-R-0016 is to respond to questions that
have been asked by potential bidders. The following questions are
annotated by a "Q" and a number, with the corresponding answers being
marked with an "A". GENERAL QUESTIONS Q#1. Do wage decisions apply to
this solicitation? A. Yes. This contract is subject to Davis-Bacon Wage
Determination General Decision Number MD970048, Modification 9, dated
10 October 1997. For a copy of this Wage Decision, contact Capt Robyn
Mortensen at (301)227-2366. Q#2. Where in the specification package is
Painting Specification 09900? A. The painting schedule (page 8) has
inadvertently been placed in the wrong section. It can be found after
page 7 of section 02935 (Turf). Q#3. Where in the specification package
is Attachment 1? A. Attachment 1, the Sample Format for the
Construction Cost Estimate, has inadvertently been placed in the wrong
section. It can be found after page 7 of section 02935 (Turf). Q#4. Is
Storage Area going to be provided? A. No, none will be provided. Q#5.
Will utilities be affected? A. No utilities are expected to be affected
by this project. Q#6. Are there specifications on the paint and where
to paint? A. General Note 3 on T-1 and Paint spec 09900. Q#7. What type
of seed is to be used? A. Match existing. See Turf spec 02935. Q#8.
What type of Rip Rap is to be used? A. Size is 4"-8" crushed stone.
Q#9. Confirm what is meant by the 1st block on Sheet C-4. A. Sheet C-4:
Notes for Sumner Site/Notes for Dalecarlia Site. These notes specify
the required work to be done (i.e. replace fence, replace footings,
etc.). Q#10. How is regrading to be performed without removal of the
fence? A. Work around the posts. Q#11. Please explain the position of
the Wood Fence and how far we can work on both sides of the fenceline.
A. The wood fence is just south of fenceline "R". Per Note 11 on T-1
the wood fence shall not be disturbed or damaged. No work is allowed on
the adjacent private property. Q#12. What Conduit Removal is required?
A. Remove 1200 LF (approx.) of conduit per note on C-4. SUMNER SITE
QUESTIONS Q#13. How do you want the Vinyl fence posts prepared and
painted? A. Per Note 3 on T-1, prep and paint all steel members. See
Paint spec 09900. Q#14. Should Grounding at 500 foot intervals for the
entire job, off each gate, or only at each gate? A. Per Note 10 on
T-1, provide ground at 500 feet intervals and at each side of each gate
only. Q#15. Please confirm that no work is figured at Fence line "Q".
A. At Fence "Q", the contractor shall remove and replace the entire
fenceline with the exception of posts and concrete footings (unless
otherwise noted). Q#16. What is to be done with the Wood Sheets as far
as removal and reattachment? A. Remove and reattach per miscellaneous
note on C-4. Q#17. Are all Gates to remain hanging? A. Per Note 3 on
T-1, paint all steel members on the existing plastic coated chain link
fencing and gates. Only plastic coated chain link gates require new
work (i.e. painting). Also, miscellaneous note G28-G29 states to remove
and reinstall the existing gate. DALECARLIA SITE QUESTIONS Q#18. Please
clarify the Miscellaneous note on C-4. A. Delete note B48 which states
"starting at the new fence post B48 line). Q#19. Sheet C-4, G 28-29
says to remove/reinstall gate, but no gate has been drawn; is the gate
on site? A. The Gate is faintly shown on drawing at G28-G29. The
following gates are plastic coated and require painting: S1-R53,
S39-S40, S59-S60, S95-S96, S122-S123, S156-S157, P89-P90, E28-E29,
E39-E40, F3-F4, A54-A55, and S35-S36. Q#20. "G" Line, is the elevation
8 feet? A. The typical fence elevation at "G" line is shown on
11/C3/C3. Q#21. What are the regrading requirements? A. Add "G38-H1"
and "J1-J40" to the "typical regrading requirements" chart on C-4.
