SYNOPSIS/SOLICITATION PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR
PART 13, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS
NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS
ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE
ISSUED.*****This solicitation, #53SBNB867114, is a Request for
Quotation (RFQ). The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-05. The associated Standards Industrial Classification Code (SIC)
for this procurement is 2819 and the small business size is 1000
Employees.*****The National Institute of Standards and Technology
(NIST) has a requirement for a quantity of three hundred twenty (320)
Copper (Cu 220) Single Crystal Wafers. The crystals will be affixed to
a frame and aligned in reflection geometry to select (and reflect) a
single wavelength of neutrons from the incident full reactor
spectrum.*****The Contractor shall supply Cu220 Single Crystal Wafers
that shall meet the following specifications: [1] Dimensions shall be:
Diameter=31.0 mm (+/- 1.0 mm), and Thickness=10.0 mm (+/- 1.0
mm);**[2] Wafer faces shall be flat and parallel to +/- 0.25 mm as
cut;**[3] Wafer faces shall be oriented to (220) within +/- 1.0
degrees;**[4] Each wafer shall be marked (or in a marked container)
specifying which boule it was cut from, and each wafer shall have two
small reference flats (each no deeper than 0.5 mm) so that crystals can
be re-aligned with respect to each other for simultaneous reflection
purposes;**[5] Copper purity shall be of at least 4N (99.99%)**[6] The
Crystal Mosaic Spread (FWHM) of crystals as grown shall be less than
0.25 degrees (15 min.);**[7] Crystals shall have smooth single peak
profiles (no doublets, etc.) to be determined by neutron diffraction at
NIST;*****The orientation and quality of the crystals shall be
determined by neutron diffraction at NIST. Crystals not meeting the
above specifications will not be accepted byNIST, and will be returned
to the Contractor. The Contractor shall replace returned crystals at
Contractor's expense.*****The Government anticipates award of a
purchase order resulting from this combined synopsis/solicitation to
the responsible offeror whose quotation, conforming to this
synopsis/solicitation, will offer the best value to the Government,
price and other factors considered.*****Evaluation Criteria to be
included in this acquisition are as follows: (A) Technical Ability to
Meet or Exceed the Government's Requirements, (B) Past Performance
(offerors shall demonstrate successful sale and completion of
comparable contracts/orders and shall provide a list of references with
phone numbers and fax numbers of references) and Price. Technical
evaluation criteria (A and B), when combined, are significantly more
important than price, with (A) equal to approximately two-thirds of
(B).*****Offerors shall submit quotes in the English Language and shall
submit offers in U.S. Currency.*****Offerors shall address all
requirements in this combined synopsis/solicitation, and shall provide
clear evidence of understanding and the ability and willingness to
comply with the Government's specifications of need. Failure to address
a specification/requirement will be construed by the Government as
inability to meet the need, or the offeror's taking exception to
it.*****Delivery is desired within 6 months after receipt of order
(ARO), and required within 12 months ARO.***** The FOB point for
deliverables is Destination, Gaithersburg, MD.*****The following
Federal Acquisition Regulation (FAR) clauses apply to this acquisition:
52.213-4, Terms and Conditions-Simplified Acquisitions (Other Than
Commercial Items); 52.219-1, Notice of Total Small Business Set-Aside;
52.225-21, Buy American Act-North American Free Trade Agreement
Implementation Act-Balance of Payments Program; 52.214-34, Submission
of Offers in the English Language; 52.214-35, Submission of Offers in
U.S. Currency; and 52.242-15-Stop Work Order; and Department of
Commerce Agency-Level Protest Procedures Level Above the Contracting
Officer, which can be downloaded from the NIST Web Page located at

provisions apply to this acquisition: 52.219-1-Small Business Program
Representations, which can be accessed at

submit with their quotation package a completed, signed copy of FAR
Provision 52.204-3-Taxpayer Identification, which can be accessed at
http://www.arnet.gov/far/current/97-04/html/52_000.html, and
52.219-1-Small Business Program Representations. All interested,
responsible firms should submit quotes, by 3:00 PM, Washington, DC
time, on AUGUST 24, 1998, to the National Institute of Standards and
Technology, Acquisition and Assistance Division, Attn: Tamara Grinspon,
Building 301, Room B117, Gaithersburg, Maryland 20899-0001. Faxed
