Wondra (303) 236-6582 This amendment to synopsis/solicitation N660-R98-1005 addresses vendor questions, web site, and a change in the receipt date for proposals. 1. Please explain the concept behind referring to this as a procurement for COTS product, when development seems to be required. We believe that the intent is to assemble a series of COTS products into an tailored product. Response. The Government intends to procurement existing COTS technology that is available through a single vendor. There is no intent to procure any technology where development will be required or the assembly of a series of COTS products from multiple vendors must be tailored into a product to meet our requirements. There are a number of technology vendors who have such integrated products which are widely used by the oil and gas industry for reservoir management/engineering. 2. Is there any additional documentation available, such as a concept of operation. Response. Unfortunately, only the system-level requirements already described withinthe Synopsis/Solicitation are available. Since the Bureau has utilized the Monroe Garrett ARIES product for eleven years to support the functional requirements described with the Synopsis/Solicitation, our requirements at a minimum are based on the existing capabilities of this product with additional needs as determined necessary. These requirements have not been documented in detail. 3. Please confirm that the IDIQ reference means that the developed product can be marketed to other agencies. Will the contract have intellectual property rights to the developed property. Response. This question assumes that development of a product will be required, which is not correct as clarified by the response to question number one. We fully intend to procure technology that is existing and can be licensed to the government basically "as is". The IDIQ reference does not preclude a vendor from marketing a product to other agencies. 4. Please confirm the exact scope of the complex requirement and the less complex requirement. Response. The Synopsis/Solicitation statement reading "One award is anticipated for the more complex requirement and a second for the less requirement." is very vague and not defined elsewhere. We appreciate your inquiry concerning this statement. Our most basic business requirement has determined this: 1) some offices require a very powerful software tool to perform more complex analysis whereas, 2) the remaining offices require a much simpler software tool to perform less complex analysis. Therefore "One award is anticipated for the more complex requirement and a second for the less requirement. The estimated concurrent seat requirements are 5 and 25 respectively". Further in the Synopsis/Solicitation is states "If a single product meets both requirements at the most advantageous price, a single award is anticipated". 5. Please explain "The concurrent seat requirements are 5 and 25 respectively". Respective to what? Response. Please see the response to question number four above.
