Marine Fisheries Service/Office of Law Enforcement (OLE) has a
requirement for a secure COTS vessel monitoring system software
product. This procurement will be conducted as a commercial acquisition
under FAR Part 12. The requirement was identified from ten years of VMS
experiments; NMFS fisheries regulations, legal concerns, law
enforcement practice, agency-wide and international coordination, and
scaleability. VMS infrastructure and security are important strategic
first steps in a national system. OLE intends to establish a host
server and provide client access in nine or more locations. This
software product will contain two separate facilities: a front door
gateway for communications that integrates cleanly and openly with VMS
and a host server and user interface that allows workstation clients
to perform VMS functions. Minimum mandatory requirements include the
following: A Communications Gateway that (1) receives Inmarsat-C data,
(2) incoming data from any communications carrier are securely
archived to comply with "best evidence" handling procedures, and (3)
"near real time," store 'n forward position data is automatically
processed from the communications gateway, without user assistance, and
position data imported into the NMFS VMS in a delimited standard
format; A VMS interface that communicates with (1) Mobile Earth Station
(MES) hardware Trimble Galaxy TNL7001, via Inmarsat LES, to receive
data reports, download DNIDs and send poll request, and (2) with MES
hardware Thrane & Thrane 3022D Fisheries, via Inmarsat LES, to receive
data reports, download DNIDs and send poll request; The VMS Functional
Analysis and Specifications require (1) all dates in VMS are year 2000
compliant and include the century, (2) all time in VMS DBMS, host
server and clients are Greenwich Mean Time, (3) data in error (i.e.
from non-VMS-registered boats) are rejected and written to an error
file -- with an error message to a VMS system log file, (4) seamless
handling of data (zones, vessel track lines) at the International Date
Line 180 degrees W / 180 degrees E, (5) configuring the VMS to have
levels of security and discretionary control of data or user interface
objects based on role, (6) to identify and authenticate the VMS access
with user logon and secure encrypted password at VMS client, server and
DBMS, (7) full explanation of the security model for the entire system
configuration -- including operating system, backups, raw data
archives, database, server and client -- addressing whether product is
"B1" compliant or certified (Reference DoD Orange Book (DOD
5200.28-STD) and Yellow Books (CSC-STD-003-85 & 004-85), and (8)
written description of VMS procedures and techniques for alerting user
to alarm events, such as visual, audible, lists, workflow, email, etc.
A combination fixed price and time and material contract with a maximum
contract duration of 24 months is contemplated. Requests for this
