TRADOC Contracting Activity (TCA) will be issuing a DRAFT solicitation during the week of 10 Aug 98, for an A-76 Commercial Activity Study for public works and logistics functions at Ft. Lee, VA. This office welcomes industry comments/questions pertaining to any portion of the solicitation; with particular emphasis on Sections L & M and the Performance Work Statement. Please respond by 1 Sep 98. Pertinent responses to this draft solicitation will be used to IMPROVE similar TRADOC A-76 DOL/DPW projects. A final solicitation will be issued in approximately 60 days. The Ft Lee requirement's solicit the contractor to perform services relating to the maintenance of Buildings and Structures, Family Housing, Utility Systems, HVAC Systems, Grounds, as well as providing for Pest Control, Installation Transportation Services, Base Supply, and Materiel Maintenance. The Performance Period is for one year with 4 one-year options. The applicable SIC Code is 8744 with a Size Standard of $20m. This procurement will be solicited unrestricted under a cost plus award fee arrangement. A formal source selection procedure will be used during the evaluation process, utilizing a 2-phase (down-select) procedure. Oral Presentations will be part of the second phase.
