Commander, Naval Special Warfare Group One intends to issue a sole source purchase order to LAMBDA EMI Neptune for 16 Battery Chargers. These battery chargers shall be used to support the new Advanced Seal Delivery Systems (ASDS). The Naval Sea Systems Command (NAVSEA) competively awarded the ASDS contract, as a result, the LAMBDA EMI INC battery chargers are the only battery chargers which are 100% compatible with the established operating system. The power system for the ASDS utilizes the Northrop Grumman Corporation designed battery system. The Charging system for this power system was developed around the specifications of the charger manufactured by Electronic Measurements Inc, item model no. ESS 350-40-11-D. The following are the required specifications of the LAMBDA battery charger: The battery charger shall be a 15 kilowatt, 0-350 volt, 0-40 Amp, 140mV Ripple (p-p), 3 phase, 50-60Hz input, contain a built in OVP,PFC, digital meters, a softstart AC inrush filter and be capable of maintaining a power factor of at least 0.93. The battery charger shall include the following minimum output characteristics: Regulation to 0.1%, a stability factor of .05% an efficiency rating of 85-91%, a transient response time of 650 microseconds given at least a 30% load change, and an operating temperature of between 0-50 degree celcius. The battery charger will contain the minimum protective safety features: over voltage, over temperature, and over current interlocks which are capable of shutting down the operating system. The size of the battery charger is required to be no larger tha 19"W x 8 3/4"H x 22"D and weigh no more tha 105 pounds to conform to the current installed operating system which the battery chargers would be supporting. The power system has been NAVSEA approved and utilizes the Northrop Grumann Corporation battery system made up of a series of complex silver zinc cell. Due to the high cost and complexity of research and configuration requirements-including system development, drawings, wiring harnesses, plug configuration, and physical placement-the charging system was developed around the Electronic Measurements Inc. Model no. ESS 350 -40-11-D and must be able to compete with this component on an equivalency basis in terms of minimum technical and size requirements. The Standard Industrial Classification applicable to this contract is 3629. The size standard is 500. The battery chargers are commercial items. Commercial procedures as outlined in FAR Part 12 and in conjunction with FAR 13 are applicable. The Request of Quotation will be issued 08/10/98. The closing date is 08/19/98. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may idendify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotations. However, all quotations received by the closing date of the Request for Quotation set forth above will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determing whether to conduct a competitive procurement.
