SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN
SOLICITATION DOCUMENT WILL NOT BE ISSUED.*****This solicitation,
#53SBNB860131, is a Request for Quotation (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-05. The associated Standards
Industrial Classification Code (SIC) for this procurement is 3535, and
the small business size is 500 Employees.*****The National Institute
of Standards and Technology (NIST) has a requirement for a
semi-automatic ampoule filling and sealing machine and accessories, as
follows: (CLIN #001) a quantity of one (1) Rota R915/As, or equal,
Semi-Automatic Ampoule Filling and Sealing Machine; (CLIN #002) a
quantity of one (1) Rotary Piston Filling Pump; (CLIN #003) a quantity
of one (1) Gas Compressor; and (CLIN #004) a quantity of one (1) Inert
Gas Supply.**The Semi-Automatic Ampoule Filling and Sealing Machine
(CLIN #001) shall meet the following specifications:** [a] The machine
shall be capable of filling and sealing 10 ml of corrosive solution
from a 25 L polyethylene carboy into open-top ampoules, Wheaton Glass
catalog number 176780 or equivalent, without contamination. These
Standard Solutions consist of high purity elements in 15% Nitric Acid
or 20% Hydrochloric Acid or 1% Sulfuric Acid; [b] Spillage of these
corrosive solutions from the pump shall be eliminated by incorporating
"no ampoule-no fill"; [c] If ampoule breakage and spillage does occur,
the damage to working parts shall be minimal; [d] The filling needle
shall not touch the ampoule wall during filling; [e] Droplet formation
on the end of the needle shall be eliminated; [f] The machine shall
have the capability to preflush the ampoules with an inert gas; [g] The
machine shall be powered by singlephase 110V or 220V AC; [h] The
machine shall operate at a rate of 15-30 ampoules/minute; [i] The
burners for sealing shall be designed to operate on natural gas and
oxygen.**The Rotary Piston Filling Pump (CLIN 002) shall be made
entirely of ceramic so as to be resistant to solutions containing 15%
Nitric Acid, or 20% Hydrochloric Acid, or 1% Sulfuric Acid.**The Gas
Compressor (CLIN 003) is required to increase the natural gas pressure
to above 220 mm. water for proper burner operation.**Inert Gas Supply
(CLIN 004) is required for flushing ampoules with argon or nitrogen
gas before filling the ampoule with solution (item [f] in main specs).
***** Delivery is required within 5 months After Receipt of Order
(ARO). Delivery location is the National Institute of Standards and
Technology, Building 301, Receiving Room, Gaithersburg, Maryland
20899-0001. The FOB Point shall be Destination, Gaithersburg, Maryland.
*****The following FAR provisions apply to this solicitation: 52.212-1,
Instructions to Offerors-Commercial; 52.212-2, Evaluation-Commercial
Items. ***** Evaluation Criteria to be included in paragraph (a) of
provision 52.212-2 are as follows: (A) Technical capability to meet or
exceed the Government's specifications (offerors shall submit a
quotation addressing all required specifications, and shall provide
descriptive literature and price list for all CLIN Item #'s; (B) Past
Performance (offerors shall submit evidence of having produced and sold
comparable units, with indication of performance success); and (C)
Price. Technical evaluation criteria, when combined, are more important
than price. ***** The Government will award a purchase order resulting
from this combined synopsis/solicitation to the responsible offeror
whose quotation, conforming to this synopsis/solicitation, will offer
the best value to the Government, price and other factors considered.
Offerors shall address all requirements in this combined
synopsis/solicitation, and shall provide clear evidence of
understanding and the ability and willingness to comply with the
Government's specifications of need. Failure to address a
specification/requirement will be construed by the Government as
inability to meet the need, or the offeror's taking exception to
it.***** All vendors are to include with their quotes, a completed copy
of provision 52.212-3, Offeror Representations and
Certifications-Commercial Items, which may be downloaded from

52.212-4, Contract Terms and Conditions-Commercial Items, applies to
this acquisition. The clause at 52.212-5, Contract Terms and Conditions
