99 -- MULTI-MEDIA PRESENTATION SYSTEM SOL MDA220-98-R-1145 DUE 082498 POC Contracting Officer Mr. John Ziu or Contract Specialist Mr. Jack Palmieri at (703) 602-4936 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a written solicitation will not be issued. The Defense Finance and Accounting Service has a requirement to procure and install a Multi-Media Presentation System, which shall include but not limited to: I. A system that can provide computer generated color images. This system should be able to deliver an image of a computer-generated slide that is legible from the head of the conference room table. The intent is to achieve a clear projected image of a bullet list typed in 14pt. II. A sound system that can amplify the voices of the presenter and all attendees. Two components to the sound system: sound amplification and sound recording. The system should allow the presenter as well as the attendees at the table to be recorded. III. A podium from which the presenter can control the entire multi-media presentation system. As a minimum, the podium should contain controls for sound system and the projector. The podium should also provide a task light that would allow the presenter to read his notes. IV. A second area from which the entire multi-media system can be controlled. V. A lighting system for the room that enhances the legibility of the projected image. Installation shall be complete within 45 days after award. A pre-proposal conference has been scheduled for August 26, 1998 at 10:00 a.m., to be held in Crystal Mall 3, Room 438, 1931 Jefferson Davis Highway, Arlington, VA 22240-5291. Interested bidders should contact Mr. Jack Palmieri at (703) 602-4936. Written proposals from interested contractors shall be submitted via U.S. mail on September 8, 1998 at 2:00 p.m. to the above address. Alternatively, offers can be hand-delivered (by courier) by the same date to Crystal Plaza 6, Room 500, 2221 South Clark Street, Arlington, VA 22240-5380. Contractor's proposal shall include; (1) Past Performance-Contractor must demonstrate ability to provide a state-of-the-art conference facility by identifying at least two projects of similar scope and complexity in the Washington, DC area, completed by the contractor that can be visited by the customer. Contractor shall provide in writing a list of previous clients explaining their satisfaction with contractor's past conference room installations. (2) Capabilities and limitations of the equipment recommended by the contractor-The equipment must satisfy the requirements of the contract. Contractor must provide catalog cuts and brochures that explain the limitations and capabilities of the proposed equipment. (3) Design-Contractor must provide calalogs, brochures, marketing information on the proposed equipment; technical drawings of how the euipment fits in the room; equipment power requirements; and sizing of the image on the screen. Build information will be in compliance with the existing conditions which will be available at the pre-proposal conference. FAR 52.212-1, 52.212-3, 52.212-4, and 52.212-5 apply. Paragraph (a) of FAR 52.212-2 carries the following addendum: The following factors shall be used to evaluate offers: (1) Past Performance and Price. Award shall be made on a best value basis.
