Farrell, Contract Spec, (913) 684-2971/2972 The contractor shall
provide all necessary qualified personnel, supervision, management, and
non-personal technical services to support the mission requirements of
the U.S. Army Battle Command Training Program (BCTP). The contractor
will be required to provide a staff capable of operating and
instructing/training Army personnel on computer simulation hardware and
software for the Corps Battle Simulation (CBS), BCTP Intelligence
Collection Model (BICM), Tactical Simulation (TACSIM), Brigade
Battalion Simulation (BBS), JANUS simulation models, and any future
systems employed by BCTP. The contractor will also be required to
transition to Warfighter Simulation (WARSIM) and/or Joint Simulation
(JSIM) family of simulations to include WARSIM Intelligence Model (WIM)
and After Action Review Evaluation System (AARES). The contractor shall
provide personnel highly trained in the Command and Control of military
combat forces to train senior officers in the application of U.S. Army
and joint doctrine at the brigade, division, corps, and echelons above
corps levels (ARFOR/JFLCC/CJTF). The contractor shall provide
"fighting" opposing forces (OPFOR), knowledgeable in the application of
enemy tactics and weapons. TOP SECRET Sensitive Compartmented
Information (SCI) access for certain operations will be required for
approximately 5% of the total contractor personnel and the remaining
personnel will be required to obtain a SECRET security clearance. The
contractor will support BCTP's full training schedule, which is
directed by the Chief of Staff of the Army. The schedule consists of
approximately 12 division equivalent training exercise cycles per year
for Army division and corps staffs, and approximately 14 training
exercise cycles per year for the Brigade Command Battle Staff Training
Program (BCBST). An exercise cycle includes a seminar, a
simulation-assisted exercise and post-exercise sustainment training.
Each cycle requires approximately eight weeks of effort by BCTP over a
period of approximately nine months, with several cycles overlapping.
Approximately 8 Army, Joint, and/or Combined exercise cycles per year,
as directed by the Government, will also be required. The Joint and
Combined Staff Training (JCST) may consist of a seminar and
joint/combined exercise that could be simulation-assisted. The
contractor will be required to provide program management and
administrative support for its staff, technical support for the
hardware used by BCTP and software maintenance for the software models
used by BCTP. The contractor shall provide a staff that will be based
in the Leavenworth, Kansas area. The government will provide all
facilities. Approximately 60% of the contractor's personnel will be
required to travel in CONUS and OCONUS for approximately 30 weeks per
year to support BCTP's computer simulation training requirements. The
contractor shall support warfighter and certain other exercises and
activities on a 24-hour per day basis for approximately five to eight
days. The contractor will be responsible for shipping allequipment
(Government Furnished and other) to remote training sites, installing
equipment and assisting in the performance of the exercise. After the
exercise, the contractor will be responsible for de-installing
equipment and shipping back to BCTP or other remote locations if
required. The contractor will test new releases of simulation software
and perform enhancements as directed. A Cost Plus Award Fee contract
is contemplated for a base period plus four option years. The current
contract expires 30 September 1999. A Draft Request For Proposal (DRFP)
will be issued on or about 26 August 1998 and written comments will be
received from industry for a specified time period before release of
the final RFP. Services are classified under SIC 7379. Size standard is
$18.0M. All requests for a copy of the DRFP must be submitted in
writing and reference to solicitation number DABT65-98-R-0003. All
request must also include the company's name, mailing address,
telephone and fax number, a point of contact, business size, and if the
