19 -- JET BOAT SOL 201818Q071 DUE 082898 POC Liz Miller, 505-248-6622 BACKGROUND STATEMENT: U.S. Fish and Wildlife Service Imperial National Wildlife Refuge includes approximately 30 miles of the lower Colorado River. The Refuge receives over 80,000 visits per year from boaters who recreate along this reach. The river in this stretch is shallow and braided with numerous sand bars, making navigation difficult at times with certain types of boats. Most recreational boaters operate "jet" boats, "jet skis", or other shallow draft watercraft. Most power boats that visitors are operating on the Refuge have high horsepower engines (150-400 hp) and are capable of high speeds. In order to more efficiently and safely perform law enforcement duties on the river, it is necessary to have a patrol boat that does not draft much water, is safe, quick, and very maneuverable. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This anouncement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) 201818Q071. RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular 97-04. 100% small business set-aside. SIC: 3732. Size standard: 500 employees. GENERAL DESCRIPTION: CLIN #1: One each all welded-seam aluminum jet boat with inboard 350 hi-output engine, with three-stage Kodiak stainless steel jet-drive, 19-21 feet in length. Exterior shall be white with clear coat and shall have gold lettering on each side with "MARINE PATROL" in approximately 6-inch high letters. The stern shall also be lettered with "U.S. FISH & WILDLIFE SERVICE" in gold lettering. Interior shall be fully carpeted in a dark gray color and shall have a center console. NOTE: Please submit two quotes for CLIN #1 with two different engine options: CLIN #1-OPTION #1 specifications listed below with (a) a 350 cubic inch hi-output Chevrolet engine and (b) CLIN #1-OPTION #2 with a 454 cubic inch hi-output Chevrolet engine. CLIN #2: One each trailer as specified below. SPECIFICATIONS: All dimensions are minimum unless otherwise indicated. PATROL BOAT: (a) Welded aluminum hull -- .190 thickness; (b) 19-foot inboard -- shallow draft 4 inches or less; (c) Sidewall height at 30 inches; (d) Beam at 8 feet; (e) Sidewall thickness at .125; (f) Bottom thickness at .190; (g) Bottom width at 6 feet; (h) Side, bottom, gunwale attached with extrusions; (i) 12 degree full V bottom; exception is jet intake section; (j) Internal foam flotation. ENGINE: (a) V-8 inboard; (b) Gasoline engine with jet drive; (c) 350 cubic inch (option #1) or 454 cubic inch (option #2) hi-output Chevrolet with closed cooling system and throttle body fuel injection; (d) Three stage Kodiak jet stainless steel impellers; (e) Water separating fuel filter and sand trap. STANDARD EQUIPMENT: (a) Welded windshield; (b) 1500 GPH bilge pump with 2-way auto/manual switch; (c) Bilge blower; (d) five (5) all welded tie down cleats; (e)50 gallon gasoline tank; (f) Full all welded railing; (g) Seating for operator and three passengers; (h) Dual battery system with rotational off/on switch; (i) Locking bow storage and two side compartments, 1 port and 1 starboard; (j) Navigational running lights; mount all around white light on a 10"-12" post on radar arch; (k) Diamond plate swim-dive platform; (l) Zolotone interior paint with fully carpeted interior and sidewall; (m) White bimini top; (n) Radar arch, heavy duty tubing 6'-8" -- 6'-10" overhead clearing manufactured with 2 inch schedule 80 pipe; (o) Whelen SA-40 siren system, speaker mounted on the bow area of the patrol boat in the center section; (p) Whelen 28 inch mini edge blue strobe light bar with controller mounted on the radar arch bar; (q) Anchor system with winch for 19 foot aluminum boat; (r) Center walk around console with steering and full instrumentation to include: (1) Horn; (2) Hour meter; (3) Oil and water temperature alarm system (4) Tachometer (5) Internal lights (instrument gauge lights-red); (6) Volt meter; (7) Oil pressure gauge; (8) Fuel level gauge; (9) Cigarette lighter (10) Glove box; (11) Speedometer; (12) AM-FM stereo & cassette w/ water-proof speakers. Fold down windshield required. TRAILER: (a) 6000 pound capacity tandem axle; (b) 14-inch tires and wheels with spare and tire carrier; (c) surge brakes; (d) tongue jack, heavy duty; (e) Winch and stand, heavy duty for 19 foot aluminum boat; (f) Four (4) UHMW bottom bunks and two (2) UHMN side bunks; (g) Two (2) safety chains; (h) Clearance lights, tail lights, license plate light and bracket, mounted above water level, all lights shall be submersible. The U.S. Fish and Wildlife Service shall provide the successful offeror one departmental radio system to be mounted in the center console, radio head shall be installed in the gove box with antenna mounted on radar arch. WARRANTY: 10 years on hull; one year on all other components. MANUALS: One copy of all manuals for boat and equipment shall be included. As a minimum this will include operator's manual(s), service manual(s), and all wiring and hydraulic schematics. EQUIPMENT: All items and equipment supplied pursuant to this bid shall be new and unused. PARTS AVAILABILITY: Submission of this bid shall constitute a guarantee by the bidder that a complete stock of replacement parts for the specified equipment is available for a period of five years. U.S. COAST GUARD APPROVAL: All marine required equipment/parts shall meet or exceed United States Coast Guard requirements. DELIVERY REQUIREMENTS: F.O.B. DESTINATION. Delivery shall be within 90 days from date of award. DELIVERY LOCATION: Unit shall be delivered to the U.S. Fish and Wildlife Service, Imperial National Wildlife Refuge, Red Cloud Mine Road, Yuma, Arizona 85365.
