Abramson Contracting Officer The US Army Tank-automotive and Armaments
COmmand (TACOM) is seeking information from potential sources of
non-developmental (NDI) or commercial vessels for potential future
procurement (1-3 vessels). The candidate vessel will be capable of
modification to meet specific Army requirements of the LSV. Primary
mission is transportation of cargo consisting of vehicles, containers,
and general cargo. The vessel will be used for lighterage of cargo
from ship-to-shore and for cargo delivery to terminal areas not
accessible to oceangoing vessels. Candidate vessels will meet the
following requirements: 1) Oceangoing vessel; 2) land and retract from
beaches having a 1:30 gradient while loaded at 900 short tons, forward
draft of 4 ft; 3) Operate at a sustained speed of 15 knots minimum in
a sea state three while fully loaded (desire 10 knots in sea state 5
when fully loaded); 4) Minimum full load cargo payload of 2,000 short
tons; 5) Minimum cargo deck space of 10,500 sq. ft.: 6) Minimum
self-delivery range of 5,500 nautical miles while fully loaded; 7)
Accomodations and living spaces for crew of 8 Officers and 24 enlisted;
8) Bow and stern ramps each with minimum width of 25 Ft.; 9) Deliver
with USCG Certification Of Inspection and ABS Classification. The
following information is requested: 1) A full description of the vessel
including principal characteristics, structure, electrical systems,
machinery, and fluid systems; 2)Prints or pictures showing general and
machinery arrangements; 3) Identification of company name, point of
contact, address, and telephone. The response to this request may be in
any form or format including the company's standard literature. Price
data is desirable. Proprietary information submitted will be protected
when so designated. Respondents will receive a survey/questionaire to
complete and return. The survey/questionaire is identical for all
respondents. The survey/questionaire provides further explanation of
requirements and asks for additional information about the identified
vessel. A response to this announcement is not prerequisite for
participation in any future procurement program should such a program
develop, nor will data provided be used to qualify prospective offerors
for any future solicitations. No reimbursement for any costs connected
with providing TACOM this information will be made. This sources
sought announcement is not to be construed as a commitment by TACOM to
award a contract, nor is it a Request for Proposal. Potential sources
