a Request for Offer (RFO) to Design, Furnish and Install a Replacement
Cooling Water Pump Drive System Serving Arc-Heated Scramjet Test
Facility. The Contractor shall perform the 1500 horsepower adjustable
speed drive system replacement as a "Turnkey" project, providing all
materials, labor, and resources to manage, engineer, design, procure,
fabricate, inspect, test, deliver, install, commission, and document
the complete new drive system. The work shall include the following:
(a) Project management including management plans, schedules,
submittals, progress meetings, and progress reports; (b) Engineering
and design including studies, calculations, analyses, drawings,
specifications, and test plans; (c) Equipment procurement including but
not limited to the motor, coupling, converter, input isolation
transformer, converter building, remote operator station, primary power
cable system, and motor power cable system; (d) Site construction
including demolition of existing drive system equipment, site
preparation, integration of existing equipment, and installation of new
drive system equipment; and (e) Drive system commissioning including
component and subsystem testing, integrated operational tests, and load
tests. The Government intends to acquire a commercial item using FAR
Part 12. The SIC Code and Size Standard are 3561 and 500 employees,
respectively. The DPAS Rating for this procurement is DO-C9. The
provisions and clauses in the RFO and model contract are those in
effect through FAC 97-05. All qualified responsible sources may submit
an offer which shall be considered by the agency. The anticipated
release date of the RFO is on or about 8/21/98 with an anticipated
offer due date of on or about 9/21/98. An ombudsman has been appointed

documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0,
PowerPoint 4.0) format and will reside on a World Wide Web (WWW)
