combined Synopsis/Solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional informationincluded in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. Solicitation PR-GA-98-00246 is being issued as an RFQ (Request
For Quotation). This solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-05. This requirement is 100 percent set-aside for Small Business
Concerns. The applicable SIC is 3826, and the size standard for this
requirement is 50 employees. Requirements: PRE-CONCENTRATOR AND
AUTOSAMPLE FOR PERFORMING VOLATILE ORGANIC COMPOUNDS ANALYSES ON
AMBIENT AIR SAMPLES. Required system features: 1) A three stage
trapping capability built in for removal of water and carbon dioxide by
employing Microscale Purge and Trap, and Cold Trap Dehydration
techniques; 2) An internal electronic presure sensor for automated
determination and print-out of pressures or leaks in each sample
canister, internal standard, flush gas and auto sample prior to
initiation of analysis; 3) a built-in multi-position 16 canister
autosampler, upgradeable to two 16 position autosamplers, and
interfacable to an automated purge and trap; 4) Capable to perform
matrix spiking by co-injecting user selectable volumes of analytical
standards; 5) Capable of sampling with sufficient accuracy to generate
linear calibration curves from the injection of samples volumes
ranging from 10 to 1000cc and with realtive humidity as high as 100
percent; 6) Capable of analyzing trace volatile organic compounds,
VOCs, in the presence of as much as 40 percent carbon dioxide. the
percent RSD at the MDL for 90 percent of TO14 compounds must be less
than 10 percent with detection limits of 0.1ppbV; 7) Capability to
analyze ppb levels of sulfur compounds using Extended Cold Trap
Dehydration and GC/MS; 8) Utilize heated silica-lined tubing with zero
dead volume and not have solenoids or mass flow controllers upstream
of any trap; 9) Capable of analyzing the TO14 and TO15 analyte lists
simultaneously; 10) Programmable to permit scheduled introduction of
retention time standards and propane standards while analyzing ambient
air samples; 11) Utilize the vacuum/pressure, VP, technique for fast
system cleaning; 12) Capable of modem control of the entire analytical
system for monitoring and programming runs from remote locations, and
for data retrieval. NOTE: System will integrate with a Hewlett Packard
5972 Gass Chromatography/Mass Spectrometry (GC/MS) system, consisting
of an autosampler, a three-state concentrator, a controller for
canister cleaning and a Windows95 interface operating system. Quantity
to be acquires is one (1). The system shall be supplied with all
standard accessories and warranty. Delivery shall be FOB destination
within 30 calendar days after contract award to the U. S. Environmental
Protection Agency, 980 College Station Road, Athens, GA 30605. Offerors
shall supply with their offer a complete description of the system
being offered along with any literature necessary to describe the
capabilities of the system being offered. The following Federal
Acquisiton Regulation clauses are applicable to this requirement:
