66 -- CHN ELEMENTAL ANALYZER (MODEL EA1110) POC Sheila Anderson, 816-426-7267, ext. 240 The U.S. Department of Commerce, NOAA, intends to purchase a CHN Elemental Analyzer (Model EA1110), a consumable kit and a sample drum for the Great Lakes Environmental Research Lab (GLERL) in Ann Arbor, Michigan. This instrument performs elemental analysis of organic substances based on flash combustion and GC separation with an electronic mass flow control of carrier gas. This control ensures stability of analytical conditions eliminating the need for frequent recalibration. The EA1110 is designed so that the gases resulting from the combustion of the sample pass through the analyzer to the single standard thermal conductivity detector unchanged (combustion gases are not split or diluted but directly carried to the built-in GC system). This makes possible its coupling with mass spectrometers. The combination of MS with the elemental analyzer makes it easy to measure the isotopes of nitrogen, carbon, sulphur or oxygen in liquid or solid samples such as sediments. The EA1110 can be converted from CHNS or CHN configuration to 0 configuration in less that 15 minutes. The Government intends to purchase the above from CE Elantech Inc. The intended acquisition is for supplies for which the Government intends to acquire from one manufacturer under the authority of 41USC253(c)1. This is not a request for quote and there is no solicitation available at this time. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no qualified responses are received within 15 days after publication, the Government intends to award to CE Elantech, Inc. The Government will accept offers from any qualified source capable of supplying the items.
