for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation,
proposals are being requested and a written solicitation will not be
issued. U.S. BORDER PATROL BADGE SPECIFICATIONS Border patrol badge
(Gold Electroplate) BASE METAL: Gliding metal, 425 Olin b brass or
equivalent, 080 gauge. ENAMEL/EPOXY: "Midnight Navy" blue Polymel
(Polychem Corp, color P-08 or equivalent) or "Midnight Navy" blue
stoned epoxy in the letters "U" and "S", and in the lettered top and
bottom ribbons. The Polymel or stoned epoxy must be free of porosity,
show no grinding or polishing marks, and be finished at the same level
as the lettering and the walls of the ribbon panels. GOLD
ELECTROPLATE: Heavy gold electroplate finish of 24K fineness, with a
minimum thickness of 100 mils throughout (front, back, and edges).
FINISHING: All raised highlights on the obverse are to be brightly
polished and glossed. The fine edges are to be polished to remove any
tool marks made when the selvage is trimmed from the device. The
reverse shall have a satin finish. LACQUER: The device is to be coated
with a clear baked-on lacquer on all sides. FINDINGS: 3-piece and
safety each as follows: Catch: B.A. Ballou #046882 or equivalent Joint:
B.A. Ballou #061051 or equivalent 2"Pin: B.A. Ballou #810533 or
equivalent The catch and joint are to be fused to the reverse of the
device. The fusing is to be reinforced with silver solder at the base
of the findings. The point of the pin should not protrude beyond the
catch or the bottom of the device. Wallet Clip: V.H. Blackinton & Co.,
Inc. #F116 or equivalent, 1 1/4-inch. The wallet clip is to be
silvered soldered to the reverse along the vertical a axis below the
piercings beneath the eagle's wings. The findings are to be
electroplated to match the finish of the device. DAP: Slight oval dap,
curvature from left to right as worn, approximately 1/16" on the
vertical axis, or struck flat as indicated on the attached table.
HALLMARK: The reverse of the device is to be hallmarked with the
manufacturers name or logogram. The month and year of manufacture are
to be stamped on the reverse of the device as well. SERIAL NUMBERING:
All badges of like position title are to be consecutively numbered on
the reverse with a stamped alphanumeric serial number. The size of the
stamped numbers must be the equivalent of Arial 16 point type (see
example of Arial 16 point type below.) Arial 16 point type:
ABCDEFGHIJKLMNOPQRSTUVWXYZ 1234567890 The serial numbers of badges
equipped with wallet clips shall have the suffix "WC." The range of
serial numbers to be used will be provided. DISCLAIMER: The reverse of
all badges equipped with a joint, pin, and catch is to e stamped or
embossed with the following disclaimer. THIS BADGE COVEYS NO AUTHORITY
UNLESS ACCOMPANIED BY PROPER CREDENTIALS." A die for the embossing
will be furnished for this purpose. Badges equipped with wallet clips
are not to be stamped with the disclaimer. PACKAGING: Each badge is to
be individually packaged in a transparent plastic envelope
approximately 3 inches wide by 4 inches deep, not less than 5 mils
thick, with a "zip lock" type closing. A label is to be affixed to one
side of the packet with the badge title and serial number clearly and
conspicuously imprinted thereon. The "zip lock" type closing is to be
closed. QUANTITY: APPROXIMATE 9800 EA Prices preferred as FOB
Destination. Responses to the RFQ must be received by 20 Aug 98, 10:00
a.m. Eastern Standard Time. Delivery and Paying station addresses will
be provided upon award. Award is to be based upon price and other
factors in accordance with FAR Clause 52.212-2 and as specified in
descending order of importance: (1) Ability to meet specifications of
this request (2) Past performance (3) Price. Past performance and
delivery time rate considerably higher than price. Offers are required
to document past performance suitably andprovide opportunity for
