The National Institute of Standards and Technology (NIST) has a requirement for a Contractor to provide research and assistance in the High Accuracy Aperture Measurement Facility and Optical Temperature and Source Group. Specifically, the Contractor shall provide research and assistance in the following areas: (a) operation and characterization of the NIST Absolute Aperture Measurement Instrument in general; (b) development of the touch probe system as a qualified measurement capability; (c) performance of aperture measurement operations; (d) research and development of a system utilizing a very high accuracy CCD camera to permit radiometric and photometric calibration of various sources ranging from high levels to low levels of intensity; (e) characterization and calibration of the high accuracy cooled array CCD camera for use in (d) above; (f) preliminary calibration of in-house sources using the system established and characterized in (d) above; and (g) development of data analysis methods for both the aperture area measurement systems and the system resulting from (d) above. Deliverables shall consist of the following: quarterly progress reports; co-authored publications with NIST personnel; complete documentation, including drawings, software documentation, and analysis results; and software and software modifications including code, documentated listing and working programs.
