Western Human Nutrition Research Center in San Francisco, Ca. has a
requirement for a Laboratory Information Management System (LIMS) which
must perform information management operations including identifying
and scheduling analytical samples, sample log-in, bar-coded label
generation and reading, tracking & reporting sample status, test
identification, tracking & reporting test status, automated and manual
result acquisition, result validation using historical QC data, result
review and approval, and workload management such as downloading work
lists to instruments & performing workflow analysis. Data from the LIMS
must be available for query using Microsoft (MS) Access for report
generation or export to spreadsheet, graphics or statistics software.
The LIMS must store text such as standard operating protocols and
instrument maintenance records. The LIMS will maintain a complete
record or audit trail of data. The LIMS must accommodate two-way
interfacing to laboratory equipment and other PCS via file transfer,
serial ports, LAN-based interfacing, or the internet (WWW). The LIMS
must make data available as web pages. Security measures must be
present at both the screen and the data element level. The LIMS shall
allow a system administrator to grant privileges to and restrict access
of authorized users. The LIMS shall initiate a nightly back-up to a
tape drive without interrupting end-users. The LIMS will have a
client-server architecture running MS Windows NT Server 4.0. The LIMS
will be able to interact with clients running MS Windows 3.11, Win 95,
Win 98, and Win NT Server 3.1/4.0. The LIMS will use Oracle/SQL
database. User-customization of the software shall not require editing
the source code (i.e. process chains). A user-customized system must
be compatible with future upgrades and eligible for full technical
support. The LIMS vendor must provide documentation, including
reference, operation, and training manuals, and must provide an
implementation plan, including system configuration, instrument
interfacing, custom report set-up, and data conversion from existing
database. The vendor must state the terms for providing technical
support. The USDA intends on negotiating with the only known
